Staff noun (the people who work for a particular

company, organization, or institution): can be followed by a singular or plural verb: It is a small hospital with a staff of just over a hundred. The staff are not happy about the new arrangement.

Function noun[count or uncountable] (the job that something is designed to do):

The function of advertising is to create a unique image for your company.

The noun occurs in the word combination perform a function: All the backup systems performed their function flawlessly.

Function verb has two major meanings: 1. to work or operate in the correct way (e.g.: a functioning communications system); 2. to work or operate in a particular way (e.g.: We need to get this department functioning efficiently.)

Discretion noun [uncountable] is polysemantic. In the meaning “the right or ability to make a judgment or decision” it is often used in the word combination at someone’s discretion

(e.g.: Shops will exchange unwanted goods entirely at their discretion). In the same meaning it
