Заключение
В заключение хотелось бы остановиться на проблеме этической неопределенности разработки политического курса. Такая этическая неопределенность отражает надежды, возлагаемые американцами на правительство и его дея-

тельность. Граждане Америки хотят, чтобы у власти находилось хорошее правительство, и боятся, что бразды правления перейдут к плохой администрации, — такой дуализм уходит корнями в американскую историю. Судьба демократии, таким образом, зависит от возможности создания благоприятных условий для первого и надежной защиты от второго. Аналитическое и практическое внимание к целостности, последствиям и полезному знанию в области социальной политики доказали свою действенность в деле достижения этих двух задач. Чтобы и дальше содействовать их успешному решению, политологам следует уделять больше внимания взаимосвязи между государством и обществом, а также нормативным проблемам, корни которых кроются в исключительности занимаемого Америкой положения. Главной целью такого рода исследований является увеличение вклада социальной политики как самостоятельной области научной деятельности в понимание мира и его изменение.
