U.S. support for liberalizing trade was instrumental in the creation of the General Agreement on Tariffs and Trade (GATT), an international code of tariff and trade rules that was signed by 23 countries in 1947 and represented over 90 countries by the end of the 1980s. In addition to setting codes of conduct for international trade, GATT has sponsored several rounds of multilateral trade negotiations, and the United States participated actively in each of them, often taking a leadership role.
America’s official policy has been to apply certain principles to trade agreements; theses principles are also the cornerstones of the GATT. The first is non-discrimination. According to this principle, also known as most-favoured-nation (MFN) treatment, all trading partners must be given the same customs and tariff treatment given to the so-called “most-favoured-nation”. The United States now applies this policy to its trade with all its trading partners except for those that, for foreign policy reasons, are specifically excluded by law.
