21. Specify the criteria applicable to the issue of scientific research. Сформулируйте

критерии, предъявляемые к теме научного исследования.

To evaluate the effectiveness of research use different criteria:

• Fundamental theoretical studies difficult to estimate the quantitative performance criteria.

• Usually we can use only quality criteria :

• possibility of wide application of research results in various fields the national economy;

• novelty phenomena;

• contribution to the defense capabilities of the country;

• priority of national science;

• industry, which can be initiated applied research;

• wide international recognition of work;

• fundamental monograph on the subject, and their citation scientists from different countries.

The effectiveness of applied research evaluated various quantitative criteria.

About the effectiveness of any research can be judged on their completion and implementation when they start to pay off for the national economy.

The effectiveness of the scientist evaluate various criteria: publication, economic, novelty designs, cited of work, etc.

The publication criteria characterize the overall operations - total number of publications, their total in the printed sheets, the number of monographs, textbooks, teaching aids.

As an economic criterion used factor productivity scientist.

The criterion of novelty of research - is the number of patents.

Criterion quoting of a scientist is a number of citations of his published works.

Main characteristic works of the researchers is their relevance, the theoretical novelty, conceptual, conclusiveness, prospects and the opportunity to put the results into practice, when considering applied research should be evaluated primarily by their practical relevance and importance, the possibility of introducing in practice, the effectiveness of the results. For scientific research here is valuable novelty, relevance and effectiveness.

Economic efficiency is characterized by pronounced in cost savings Metrics in social production, services that are derived from the use of the results and to compare them with the costs of the study.

Scientific and technical efficiency characterizes the rate of new scientific knowledge, intended for further development of science and technology.

Social efficiency is to increase the living standards of the people, the development of health, culture, science and education, improving environmental conditions, etc.

These species the efficiency of scientific research are interrelated and influence each other .

Specificity of high school, versatility and diversity of forms pose special requirements for assessing the effectiveness of its activities as a whole, and research.

When evaluating the performance of the researchers should take into account the full range of activities associated with higher school scientific activities: conducting studies themselves, training of doctors and candidates of science and patent - license work, publishing, research work of students.

We should consider the concept of so-called scientific potential of the university, as it plays a significant role in the organization of scientific research and the delivery of results. Level scientific potential of highereducation depends not only on the current structure of the teaching staff , the scientific information and material and technical provision of the university, but also on the optimal organization of scientific system of targeted interaction of all these features.

The problem of evaluating the effectiveness of scientific activity has two aspects , as a higher education institution can be viewed as educational and scientific center
