PROCEDURE:

(1) Vessels should request permission from the VTS Centre to enter the VTS Operation Zone 15 mins prior to arrival. Should entry be delayed for more than 15 mins, another request should be made.

(2) The initial request message should contain the following information:

(a) Vessel'sname, flag and type

(b) Owner'sdetails

(c) IMO number

(d) Last port of call

(e) Purpose of call

(~ LOA, beam and height

(g) Draught

(h) Cargo (according to IMDG Code)

(i) Vessel state (loaded, in ballast, where the ballast was taken, method of ballast substitution by cargo operation)

Ul Time of approach to VTS Operation Zone

(k) Agent

(I) Main engine power

(m) Full and dead slow speed when manoeuvring

(n) State of radar and VHF equipment

(0) Vessel'sposition by bearing and distance from Doobskiy Lt

(p) Course, speed and weather

(q) VTS Centre confirmation of vessel identification

(r) Availability and state of inert gas system (tankers only)

(3) A continuous listening watch should be maintained on VHF Chs 09 and 16 whilst within the VTS Operation Zone.

(4) An operational completion message (berthing, anchoring, weighing anchor etc) should be sent to the VTS Centre no less than 3-5 mins in advance.

(5) When malfunctions affecting the safety of navigation occur or contact with the VTS Centre is lost, the vessel should notify the VTS Centre by any available means, leave the leading line, RT, cast anchor or heave aback. To resume passage it is necessary to notify the VTS Centre of the correction of the malfunctions and request permission for further navigation.

INFORMATION BROADCASTS:

Hydrometeorological information (including weather messages and storm wamings) is broadcast daily at 1330 LT and in special VTS Centre broadcasts on VHF Ch 09.

PROCEDURE:

(I) Pilotage Is compulsory for all foreign vessels and all Russian vessels of 200 GT and over.

(2) Pilotage Is exempt for the following vessels:

(a) Russian Naval, Federal Security Service Coasl Guard and Border Guard, Federal Guard Service and customs vessels

(b) Small vessels, harbour and engineering vessels and local vessels, the Masters and first mates 01 which have been granted exemption by the Hr Mr

(3) Pilot ordering: Pilotage shall be ordered by lax via agents 2h prior to arrivai at the pilot boarding posijion. The pilot boarding lime shall be confirmed not less than lh prior to arrival via Sochi Pilots on VHF Ch 14.

(4) Notice of ETA: Vessels shall advise ETA directly or via agent 48h, 24h and 4h prior to arrival by one of the following methods:

(a) By radio to the Hr Mr

(b) By telephone or lax to:

(5) Vessels commencing a voyage less than 48h distant from Sochi should advise ETA within 2h of departure.

(6) Vessels carrying dangerous cargo should also advise the following information:

(a) The technical name 01 the cargo and its properties

(b) The class/subclass of the cargo In accordance with the IMDGC code and the UN classilication number

(c) The packaging group

(d) The amount of dangerous cargo onboard

(e) The location of the dangerous cargo onboard

(I) The presence of transport documents for the dangerous cargo

(7) Tugs are compulsory for all vessels over 200 GT, and should be ordered from the Berth Controller 2h before commencement of operations.

(e) Cargo vessels during the ice navigation period

(2) Pilotage Is compulsory along the Taganrog approach channel for all vessels.

(3) Pilot ordering: Vessels should request harbour pilot at least 4h in advance of arrival at 8egltlsa Lt buoy (47"01'·50N38°38'20E)or atlhe Outer Roads ofthe port of Mariupol'(Zhdanov) on VHF Ch 05.

(4) Pilot boards in the following positions:

(a) Port of Taganrog: 47"03'·75N38°52'·80E

(b) Azov-Don Sea Channel (ADSC): 47"02'·40N38°55'·60E

Vessel Traffic Service

AREA:

The VTS operational area includes the waters of the Gulf of Taganrog (Taganrogskiy Zaliv), bounded by the shoreline and extending eastwards from meridian 38°14'·00Eto its intersection with parallel 46°53'·20N,and thence along this parallel to Sazal'nikskaya Kosa. The eastern boundary of the area is defined by meridian 39°13'·00E.

DESCRIPTION:

The VTS provides the following services:

(1) Assists in ensuring the safety of navigation within the VTS operational area.

(2) Improves the efficiency of shipping and port operation.

(3) Assists in safety of life at sea and the protection of the environment.

PROCEDURE:

(1) Participation in the VTS is mandatory for all vessels.

(2) Vessels entering the VTS operational area from the Sea of Azov (Azovskoye More) in an easterly direction must contact the VTS on VHF Ch 74 to obtain confirmation of identification. Permission to enter the VTS operational area is to be requested when crossing meridian 38°14'·00E(Kryva Kosa).

(3) Vessels proceeding into the Gulf of Taganrog (Taganrogskly Zaltv) from the River Don must, before entering the VTS operational area, contact the VTS on VH F Ch 74 to obtain confirmation of identification. Permission to enter the VTS operational area is to be requested when passing the River Don "0" km marker. The boundary for reporting entry into the VTS operational area is meridian 39 °13'·OOE.

(4) Vessels entering the VTS operational area wnhout having established VHF communications wnh the VTS are considered to be in distress. Such vessels may be provided wnh assistance at the discretion of the Hr Mr wflh any costs charged to the vessel'sowner.

(5) Vessels must maintain a continuous listening watch on VHF Ch 74.

(6) Should a vessel'sradio equipment fail, vessels must move out of the traffic lane, lie adrift or at anchor, and take steps to establish communication with the VTS and Port State Control.

(7) Within the YTS operational area, vessels must implement Port State Control instructions conceming:

(a)The order in which movement is commenced

(b)Route and speed

(c)Anchorage location

(d)Transmission of requested information

(e)Implementation of an identHication procedure on request from the VTS mMaintenance of acontinuous listening watch on the indicated VHF channels.

(8) A vessel must repeat all Port State Control instructions which relate directly to it, and if impossible to comply with these must state the reason and further intentions.

(9)Permission for vessels to commence movement within the VTS operational area is valid for 30 mins. On expiry of this period, vessels must make a new request.

(10)Vessels must obtain permission to enter the Taganrog Approach Channel (TAC) in advance from Port State Control.

(11)Vessels must obtain permission to enter the Azov-Don Sea Canal (ADSC) from Azov Port State Control.

(12)Vessels must advise the VTS and Port State Control of the actual time of departure from aberth, and of anchoring or weighing anchor.

(13)When entering and departing from Taganrog port, vessels must obtain permission to commence movement from Port State Control with subsequent communications via the VTS.

(14)Vessels not complying with VTS instructions lor safety reasons must Immediately notify the VTS and Port State Control and make an entry in the vessels log.

NAVIGATIONAL ASSISTANCE:

Navigational assistance to vessels is provided by the VTS by regularly transmitting the following information:

(1)The position of the vessel in relation 10 a navigational landmark, the fairway (lateral deviation from the centre line and the margins of the channel), and waypoints.

(2)The track angle and speed of the vessel

(3)Positions and intentions of other vessels

(4)Recommendations for change of course and speed.
