PROCEDURE:
(1)Pilotage is compulsory for vessels over 50m in leng1h and is available H24 for the East Port and sunrise to sunset for the West Port.
(2)Notice of ETA: Vessels should send ETA to the agent, who requests the pilot at least 48h in advance.
(3)At least 24h before arrival in the roads, an Offshore Advance Report should be sent to the Capitainerie du Port (Hr Mr) stating the following:
(a)Vessel'sname
(b)Call sign
(c)Flag
(d)LOA
(e)Draught (fore and aft)
(D Whether the vessel Is equipped with a bow propeller
(g)ETA in the roads
(h)Dangerous cargo (IMO number and quantity)
(i)Defects, if any
Ul Last port of call
(4)Vessels should confirm ETA when wijhin VHF range.
(5)Pilot boards between 1 n mile and 2 n miles from the port entrances, on the leading lines for both East Port and West Port.

PROCEDURE:
(1)The regulations are mandatory for the following:
(a)Vessels carrying hydrocarbons or residual gases of hydrocarbons stated in the list in Annex 1of MARPOL 73.
(b)Non-inerted tankers carrying:
(i)Harmful liquid substances as defined in Annex 2 of the MARPOL Convention and classified in categories A and Bof Chapter 17 of the IMO International Bulk Carriers (IBC) Code
(ii)Bulk liquified gas
(iii)Plutonium 239, Uranium 233, 235 or 238, Thorium, or any other substance containing these with the exception of minerals
(iv)Acetaldehyde (UN 1089), alcoholic ether (UN 1155), ethylvinylic ether (UN 1302), monoethylamine (UN 1036), ammonium nitrate (UN 0222), or propylene oxide (UN 1280)
(v)Organochlorate compounds (e.g. organochlorate pesticides UN 2761, 2762, 2995 or 2996)
(c)Vessels carrying:
(i)Harmful liquid substances as defined in MARPOL Annex 2 and not listed above
(ii)Noxious liquid substances as defined in MARPOL Annex 3
(iii)Dangerous goods as defined in The International Maritime Dangerous Goods (IMDG) Code, including radioactive products listed in the INF rules, Chapter 17 of the IMO International Bulk Carriers (IBC) Code and Chapter 19 of the IMO International Gas Carriers (IGC) Code

PROCEDURE:
(1)PIlotage Is compulsory for all vessels, except Navy vessels, vessels used for a public service such as maintenance, control and surveillance of navigation, salvage vessels, training, hospital and leisure vessels (and is available H24).
(2)The Master should contact Constanta VTS on VHF Ch 67 on entering the VTS area.
(3)Contact with the pilot service may take place by calling on VHF Ch 14.
(4)Pilot embarks/disembarks in the following positions:
(a)Fair weather: w~hin the circle of radius 0·5 n miles centred on pos~ion 44°0S'·06N28°43'·06E
(b)Bad weather: in position 44°0S'·24N28°42'·30E
Vessel Traffic Service
AREA:
An area bounded to seaward by a circle of radius 12 n miles from the VTS Centre (44°10'·16N28°39'·59E),to landward by the coast and a line joining the seaward ends of the Constanta breakwaters.

PROCEDURE:
(1)This is a mandatory system which applies to all vessels over 300 GT and all towing vessels, navigating within the area.
(2)Details of the vessel, its cargo and route must be supplied to the VTS as requested.
(3)All vessels must maintain a continuous listening watch on VHF Ch 67 whilst within the area.
REPORTING:
(1) Vessels must report to Constanta VTS on VHF Ch 67 as follows:
(a) |
On entering the TSS (approximately 8 nmiles from the port entrance) |
(b) |
On entering the VTS area: State vessel'sname, call sign, IMO No, draught and |

vessel'sparticulars |
(c) Before departing from an anchorage or from within the VTS area: State vessel's name, draught, destination and any other information requested by the VTS
(d) When unmooring, stating that the vessel intends to participate in the VTS
(e) On leaving the VTS area mAfter mooring
(2) The languages to be used for communication shall be English or Romanian.

(b) Security Levels 2 and 3: At least 48h prior to arrival
(3) Vessels should send the Ship Arrival and Waste Notification at least 24h prior to arrival to the following:

(b) Constanla VTS
(c) Constanla MRCC
(4) Any anchoring, changes of anchorage, departure from anchorage, port entry or exit may only take place after receiving permission from Constanla VTS.
