(2)Vessels are required 10 report the following infonnation:

(a)Vessel'sname

(b)Call sign, GT, LOA and draught

(c)Position

(d)ETA at Reporting Point of vessel entering the Traffic Separation Scheme (TSS)

(e)Destination

(Q ETA at destination

(g)Whether any pollutant or dangerous cargo is carried on board, or carried on any, vessel or object being towed or pushed

(h)ETA at a location requiring a report (such as a Reporting POint)

(i)ETD from aberth

(3)The above infonnation must be reported as lollows, when:

(a)Entering the TSS: Vessels must apply for traffic clearance to Port Elizabeth Port Control 15 mins before entering the TSS Irom seaward, stating (a) . (g) in

(2) above

[b)Arrlvlngal a Reporting Point (RP): On arrival at a Reporting Point, vessels must report (a), (c) and (h) in (2) above

(c)Arriving at a Berth: As soon as practicable, after arrival, vessels must report

(a) and (c) in (2) above

(d)Departing 8 Berth: Vessels musl apply lor traffic clearance 15 mins prior to departing a berth, stating (a)·(c) and (e) . (i) in (2) above

(e)Immediately prior to departing a berth: Vessels must report (a), (c) and (h) in (2) above

(ij Vessel Manoeuvres: Vessels musl apply for lraffic clearance 15 mins prior 10 commencing any manoeuvre listed below, stating (a) and (c) in (2) above.

(i)Compass adjustment

(1/) The calibration and servicing of navigational aids

(Iii)

A sea trial

(Iv)

A dredging operation

(v)The laying, picking up and servicing 01 a submarine cable or navigation mark

(vi)Any other manoeuvre that may be detrimental to sale navigation

(g)On completion of the manoeuvre: Adescription 01 the manoeuvre must be communicated to the VTS Centre as soon as possible alter the manoeuvre is completed.

(4) Incident Reports: Vessels should immediately report any of the following (stating

(a) and (c) in (2) above): .

(a)An onboard fire that may impair sale navigation

(b)The Involvement of the vessel in a collision, grounding or striking that may impair safe navigation

(c)Any defect to the vessel'shull, main propulsion equipment, steering, radars, compasses, radio equipment, anchors or cables that may impair safe navigation

(d)Any discharge or threat 01 discharge 01 a pollutant from the vessel

(e)Another vessel In apparent difficulty

(f)The presence of any other vessel which may impede the movement of other vessels

(g)Any obstruction to navigation

(h)Any aid to navigation that is lunctioning improperly, damaged, out of position or missing

~) The presence of any pollutant In the water

m Any weather condition that may impair safe navigation

Note: /terns (g), (h) and (I) need not be reported it the infonnation has been previously reported by Notices to Mariners or Coastal Navigational Warnings.

(5) VHF Equipment Failure: In the event of VHF radio failure, the VTS Centre should be alerted as soon as possible, by sending a message through a Coast Radio Station (CRS), or another vessel, or by other means, stating that there is a failure, giving the vessel'sposition and destination.

(6) Ustenlng Watch: All vessels in South African waters are to maintain a constant I/stenlng watch on VHF Ch 16, unless in the vicinity of the Port Elizabeth VTS System when the watch should be on VHF Ch 12. VHF Ch 16 should be mon~ored ff a dual

watch facility Is available.

(7) Navigational Safety Calls: Salety calls, stating vessel'sname, pOSition and intended course 01 action, are to be made on the Irequency above, In the event of any 01 the following:

(a)Risk of collision

(b)A call from another vessel indicating that a close quarters sijuation Is developing

(c)Overtaking, or being overtaken, in a narrow channel

(d)Doubt about another vessel'sintentions

(e)An obstruction or bend In the channel which may obscure approaching vessels

(f)In restricted visibility, approaching charted routes or groups of vessels

(g)If vessel is restricted in ~s ability to manoeuvre

(h)Approaching dredgers and floating plant in restricted waters, which are not

 

covered by aVTS System

Vessel Traffic Service

AREA:

Radar and VHF Radio Stations are Installed at the Port Control Office to Improve the navigafional safety within the Port Control limits. Radar covers aradius of about 30 n miles offshore.

(d)ETA at Reporting Point of vessel entering the VTS Zone

(e)Deslination

(ij ETA at destination

(g)Whether any pollutant or dangerous cargo is carried on board, or carried on any vessel or object being iowedor pushed

(h)Em from a berth

(i)ETA at a location requiring a report (such as a Reporting Point)

(3)The above information must be reported as follows, when:

(a)Entering a YTS Zone: Vessels must apply for Traffic Clearance 15 mins before entering a YTS Zone, stating (a) - (g) In (1) above

(b)Arriving at a Reporting Point (RP): On arrival at a Reporting Point, vessels must report (a), (c) and (i) in (1) above

(3) Any delays to ETA occurring after 24h message should be reported as soon as possible.
