(4) Vessels should make contact with Port Control on VHF Ch 16 as soon as possible and request berthing instructions 6h before ETA.

(5) Vessels should send ETD 3h in advance with amendments up to 30 mins before departure.

(6) Pilot boards in posnion 33°06'·40S17°49'·90E(5 n miles SW of North Head Light). Pilot embarkation/disembarkation may be effected by helicopter after prior arrangement.

Vessel Traffic Service

AREA:

Area extends from 32°54'·00Sto 33°21'·00Sand from 17°39'·00Eeastwards to the coastline. Radar and VHF Stations are installed at the Office and on Malgaskop to improve the navigational safety within the Port Control Limns. Radar covers a radius of about 20 n miles offshore.

PROCEDURE:

(1) This VTS System is mandatory for the following:

(a) Vessels of 15m LOA and over

(b) Towing vessels, where tow is 15m or more in length, or overall length of tow is of 30m or more

(c) Any passenger carrying vessels

(d) All vessels carrying dangerous or polluting cargoes

(2) Vessels may be required to report to Saldanha Bay Port Control on VHF Ch 12 stating the following information:

(a) Vessel'sname

(b) Call sign

(c) Posnion

(d) ETA at Reporting Point of vessel entering the VTS Zone

(e) Destination

(f) ETA at destination

(g) Whether any pollutant or dangerous cargo is carried on board, or carried on any vessel or object being towed or pushed

(h) ETD from berth

(i) ETA at a location requiring a report (such as a Reporting Point)

(3) Information must be reported as follows when:

(a) Entering a YTS Zone: Vessels must apply for Traffic Clearance 15 mins before entering a VTS Zone stating the following information:

(i) Vessel'sname (ii) Call sign

(iii) Position

(iv) ETA at Reporting Point of vessel entering the VTS Zone

(v) Destination

(vi) ETA at destination

(vii) Whether any pollutant or dangerous goods cargo is carried on board, or carried on any vessel or object being towed or pushed

(b) Arriving at a Reporting Point (RP): On arrival at a Reporting Point vessels must report the following information:

(i) Vessel'sname (ii) Position

(iii) ETA at a location requiring a report

(c) Arriving at a Berth: As soon as practicable, after arrival, avessel must report the following information:

(i) Vessel'sname (ii) Position

(d) Departing a Berth: Vessels must apply for Traffic Clearance 15 mins prior to departing aberth stating the following information:

(i) Vessel'sname (ii) Call sign

(iii) Posnion (iv) Destination

(v) ETA at destination

(vi) Whether any pollutant or dangerous cargo is carried on board, or carried on any vessel or object being towed or pushed

(vii) ETD from berth

(e) Immediately prior to departing a berth, a vessel must report the following information:

(i) Vessel'sname (ii) Call sign

(iii) Position

(iv) ETA at a location requiring a report

,(2) Should Masters wish to report more Irequently, they are encouraged to do so with

"a Position Report (SAFREP P.R) as this will increase the accuracy at the SAFREP plot. As SAFAEP is a"passive" reporting system, SAR actions (cOmmunication checks,

alerting 01 shipping and the taunching 01 SAA aircralt) will not automatically be iniliated should lurther SAFREP reports not be received.

(3)Vessets coasting as welt as vessets arriving and departing Iram South A/rican and Namibian ports will make Arrival and Departure Reports to Cape Town Aadio. Ports 01 Soulh A/rica and Namibia lall outside the SAFAEP area, i.e. when a vesset enters any of these ports it Is considered to have left the SAFAEP area

(4) Dale and time enlered in SAFAEP reports are to be in Universal Co-ordinated TIme JUTq). .

REQUIREMENT FOR MESSAGES:

(1) Vessels participallng In SAFREP are requested to send the lollowing types 01 reports. All reports should include the system identifier "SAFREP" and the code'lor the appropriate report (e.g. SAFAEP SP), at least one report every two days especially when significant course and/or speed alterations are made. This will ensure a quicker response in the event 01 a maritime emergency.

(a)Sailing Plan (SAFREP SP): Sent to the SAFAEPCC lor any vessel entering the SAFAEP area Iram a port outside South Africa or Namibia.

(b)Posllion Report (SAFREP PR): Sent when the 20·00'·OOE longitude south 01 Cape Agulhas is crossed or when the Master considers it necessary lor updating the ptot.

(c)Anal Report (SAFREP FR): Sent when t.eaving the SAFREP area bound lor" a port outside South Africa or Namibia.

(d)Arrival Report (SAFREP AR): Sent within 3 hours 01 a vessel arriving at a port in the SAFAEP area.

(e)Departure Report (SAFREP DPR): Sent within 3 hours ala vessel departing

Irom a port in the SAFREP area. .

IQ Deviation Report (SAFREP OR): Sent when the vessel'sposHion varies signilicantly lrom the positioo that would have been predicted Irom previous reports or as decided by the Master.

(2) Reporting of Incidents: A report is sent In the event of" a maritime Incident occurring, such as poItution (Maritime Pollutants Report·SAFREP MP), loss 01 dangerous goods (Dangerous GoDds Report·SAFREP 00), or the discharge of harmful substances (Harinful Substances ReportSAFREP HS).

(3) In the event ol-o~ pollution occurring with 50 n miles 01 the South African or Namibian coasdi~es,-reporting 01 the IncidenUs compulsory.

, (4) Vessels wishing to pass SAFAEP reports can Gomrilunicate by means ot any of the coinmunicalions services provided by any·South African.CRS or Namibian CRS' listed in AlRS VolUme 1(1) or via Inmarsat C. All communications via CRSs are Iree

.of charge, those via ImilarSatare chargeable. All messages are to be addressed to SAFREP via Cape Town CRS.

FORMAT OF MESSAGES:

(1) An ship reports should be sent in the standard reporting coded tormat. The lollowing gives all the components of the SAFREP reports.Alt reports should Include the system identifier "SAFAEP" and the code for the appropriate report (e..9 SAFREP SP)
