(6) Permission to enter the VTS area should be obtained 30 mins In advance. No vessel may enter the VTS area without permission.

(7) Permission to navigate within the area should be obtained from the VTS before entering the Kerch-Yenikal Channel, during transit; permission to continue should be requested every 30 mins.

(8) A continuous listening watch should be maintained on VHF Chs 14 and 16 when within the VTS area. Vessels should monitor the VTS broadcasts and follow the instructions, recommendations and warnings concerning the safety of navigation, life, property and the environment.

NOTE:

Vessels may also contact Kerch Traffic Control through Kerch Port Radio on VHF

Ch 16.

RADAR NAVIGATION ASSISTANCE:

Radar navigation assistance is compulsory as follows:

(1) In daylight, when visibility is less than 2 n miles.

(2) At night, when main leading lights are not visible.

(3) When ordered by the Master.

(4) Under special conditions advised by the VTS.

PROCEDURE:

(1) Pilotage is compulsory_

(2) Vessels should contact Pilots on VHF Chs 12 or 16, 2h prior to arrival at Lt buoy No 2 (46°36'·70N36°36'·00E),stating the following information:

(a) Vessel'sname and call sign

(b) Flag

(c) Maximum draught

(d) Cargo on board

(e) Agent

(I) ETA at L1 buoy No 2

(3) Vessels should contact the Hr Mr and Port Control by telex or e-mail (via agent) before entering the Kerch Strait, after passing the Kerch Strait, or, if in the Sea of Azov, not later than 1h after departure from the previous port, stating the following information:

(a) Vessel'sname and call sign

(b) Flag

(c) IMO number

(d) DWT, LOA and arrival draught (forward and aft)

(e) Date keel was laid as per mandatory certificates

(I) ETA at Lt buoy No 2

(g) Type of operation; loading, discharge or other

(h) For tankers:

(i) Single or double hull

(ii) Condition of tanks or ballast tanks; full, empty or inert (iii) Type of cargo

(i) Date/place of last PSC inspection, Form B(Yes/No)

(j) Mandatory or planned surveys or maintenance/repairs to be undertaken in the port

(3) Vessels must contact Mariupol'Radio 5 and Mariupol'Port Control Radio 19 on VHF Ch 14 to obtain permission to manoeuvre within port waters. This permission is valid for 30 mins. " the vessel has not commenced movement whhin this time, permission is cancelled and a new request must be made.

(4) Harbour Pilot boards in the vicinity of the approach channel Lt buoys 1/2. In bad weather, the boarding poshion will be agreed with the pilot.

Vessel Traffic Service

AREA:

(1) The operational area covers the NE part of the Sea of Azov, including the approaches to the port of Mariupol',Azov Ship Yard, Azovstal, and Mariupol'fishing port.

(2) The coverage area of Mariupol'Traffic Control extends 12 n miles from the Shore Based Radar station RASKAT (47'02'·12N37'28'·65E),but excludes the coverage area of Mariupol'Radio 5 (4·5n miles from Mariupol'including anchorages 457 and 458).

DESCRIPTION:

The VTS provides the following services:

(1) Automatic surveillance and tracking of vessels arriving and transiting the Mariupol' VTSarea.

(2) Automatic determination of arrival time at the appropriate port.

(3) Automatic continuous tracking and monitoring of posilion, course and speed lor all vessels in the VTS area.

(4) Instantaneous information and recommendations concerning safety of navigation.

(5) Compilalion of a database for vessel information, navigation rules, traffic flow and navigation reports.

(6) Further information on request.

PROCEDURE:

(1) Participation in the VTS is mandatory for all vessels.

(2) Reporting: Vessels should send an inhial report to the VTS via agent 24h before arrival, stating the following information:

(a) Vessel'sname (including any previous names), flag, port of registry and ETA

(b) DWT, GT, NRT, LOA, BOA, moulded depth, and draught on arrival (forward and aft)

(c) Type of cargo (including presence or otherwise of dangerous cargo on board)

(d) Any deficiencies or restrictions

(3) Vessels should establish contact with Mariupol'Traffic Control on VHF Chs 14 or 67, 1h before entering the VTS area, stating the following Information:

(a) Vessel'sname (including any previous names)

(b) Type of vessel and condition (loaded or otherwise)

(c) Name of agent and owner

(d) IMO No and MMSI

(e) Flag and port of registry

(f) DWT, GT arid NRT

(g) LOA, BOA and moulded depth

(h) Draught (forward and aft)

(i) Last port, destination and ETA at destination port

(j) Number of passengers (ferries and passenger vessels)

(k) Dangerous cargo on board

(I) Slate of radar and any defects affecting the safety of navigation

(m) Other information as requested by the VTS

(4) Permission to enter Ihe VTS area should also be obtained at this time.

(5) A continuous lislening watch should be mainlained on VHF Chs 14, 67 and 74 within the VTS area. Vessels should monitor the VHF broadcasts and follow the instructions, recommendations and warnings concerning the safety of navigation, life, property and the environment.

(1) Navigation during the Ice Campaign (Dec 1 - Feb 28/29) is carried ou1 only after receiving permission from the Hr Mr.

(2) Vessels must submit a request for icebreaker assistance 24h prior to arrival or departure.
