DESCRIPTION:
The VTS provides the following services:
(1) Automatic surveillance and tracking of vessels arriving and transiting the Port Yuzhne VTS area.
(2) Automatic determination of arrival time at the appropriate port.
(3) Automatic continuous tracking and monitoring of position, course and speed for all vessels in the VTS area.
(4) Instantaneous information and recommendations conceming safety of navigation.
(5) Compilation of a database for vessel information, navigation rules, traffic flow and navigation reports.
(6) Further information on request.

PROCEDURE:
(1) Participation in the VTS is mandatory for all vessels.
(2) Notice of ETA: Vessels should send an initial report to the VTS via agents 24h in advance, stating the following information:
(a) Vessel'sname, call sign, flag and IMO No
(b) LOA, BOA, moulded depth, type of vessel, DWT and GT
(c) Draught (forward and aft)
(d) Vessel'sowner and agent
(e) Last port of call and destination
(f) Manoeuvrability restrictions and faults precluding safe navigation, if any
(3) Vessels should contact Yuzhne Port Control on VHF Ch 11,30 mins before entering the VTS sector zone, stating the following:
(a) Vessel'sname (including any previous names)
(b) Type of vessel and condition (loaded or otherwise)
(c) Name of agent and owner
(d) IMO No and MMSI
(e) Flag and port of registry
(I) DWT, GT and NRT
(g) LOA, BOA and moulded depth
(h) Draught (forward and aft)
(i) Last port, destination, and ETA at destination port
Ol Number of passengers (ferries and passenger vessels)
(k) Dangerous cargo on board
(I) State of radar and any defects affecting the safety of navigation
(m) Other information as requested by the VTS
(4) Permission to enter the VTS area should be obtained 30 mins in advance.
(5) A continuous listening watch should be maintained on VHF Chs 11 and 16 when within the VTS operational area. Vessels should monitor the VTS broadcasts and follow the instructions, recommendations and wamings conceming the safety of navigation, life, property and the environment.
RADAR NAVIGATION ASSISTANCE:
Radar navigation assistance is compulsory as follows:
(1) For passenger vessels, fuel oil and chemical tankers, vessels carrying dangerous cargo (including tankers with non-decontaminated tanks) in any visibility.
(2) When visibility is less than 2 n miles.
(3) When ordered by the Master.
