3. Прочитайте и переведите текст. Police of the Russian Federation

The organizational structure, methods and traditions of the police (militsiya) differ significantly from those of western police. Police personnel carry firearms, but are not permitted to carry their weapons when they are off duty. Unlike in some other countries police agencies are not assigned permanent partners but work alone or within larger groups.

One unique feature of policing approach is the system of territorial patronage over citizens. The cities as well as the rural settlements are divided into quarters (uchastok) with a special quarter policeman (“uchastkovyi militsioner”) assigned to each. The main duty of a quarter policeman is to maintain close relations with the residents of his quarter and gather information among them. In particular, a quarter policeman should personally know and visit each and every ex-convict, substance abuser, young hooligan etc. in a given quarter. A quarter policeman is also responsible for tackling minor offences like family violence, loud noise, residential area parking etc. A quarter policeman is also the main and actually the real police force in remote areas and small settlements where permanent police departments are not created. This system slightly resembles the U.S. system of sheriffs but shows some notable differences. Quarter policeman is neither a chief police officer in a given community nor a universal one.

Although women constitute a significant proportion of police staff, they are usually not permitted to fill positions that carry risks but are allowed to carry firearms for self-defense. Instead, they are widely represented among investigators, juvenile crime inspectors, clerks etc. However, limited attempts are being made to appoint women as traffic officers.

Another unique feature is the use of conscripted soldiers from the Internal Troops for regular urban policing. The Internal Troops are the military force who can be assigned to carry out simple public security tasks like patrolling while being accompanied by professional policemen, or cordoning large crowds at sport events, concerts and protests.

The FSB is engaged mostly in domestic affairs. The FSB is responsible for internal security of the Russian state, counterespionage and the fight against organized crime, terrorism and drug smuggling.

On 7 February 2011, amendments were made to laws on the police force, the criminal code and the criminal procedure code. The amendments came into force on 1 March 2011. Russian law enforcers were renamed from militia to police. The police will lose its right to carry out and demand checks of a company's financial and business activities. The police may also no longer detain a citizen for an hour just to find out his identity. Russian police reform is an ongoing effort to improve the efficiency of Russia’s police forces, decrease corruption and improve the public image of law enforcement.
