Near the Tyr cape, Nevelskoy made his historic statement to the Manchurians, the Gilyaks and the Golds: “On behalf of the Russian government I announce to everybody… that as far as… the whole of the Priamurskiy region till Korea border and Sakhalin island are Russian property, so neither unauthorized orders nor offence of the tribes, residing at the territory, can be permitted. Russian military posts are set up for this purpose in the Iskay bay and at the Amur estuary.”
