Figure 20.2 provides a general model of links between company objectives and problems, employees’ specific training needs and approaches that can be combined with the envisaged productivity improvement measures in a single results-oriented and flexible human resources development consulting cycle.

The first phase of this model includes identification of company goals and problems, the sources of the problems, and personnel training and development needs. The results of this phase provide the necessary information for the second phase – identification of development and training objectives.
