DESCRIPTION:

(1) The purpose 01 SISTRAM is to improve SAR efforts within the Brazilian maritime area. This is accomplished by gathering navigational information from participating vessels.

(2) This information is then used during a SAR effort to route nearby vessels to the scene. The ability to quickly divert nearby vessels to the scene provides faster response than can be provided from shore and increases the safety of life at sea.

PARTICIPATION:

(1)Brazilian vessels: It is mandatory for all Brazilian vessels to participate in the SISTRAM system.

(2)Foreign vessels: Participation by foreign vessels is voluntary when outside Brazilian terr~orial waters, but mandatory when navigating territorial waters.

(3)Participation in SISTRAM begins when a vessel sends a Sailing Plan (Type 1) and ends when the vessel sends a Rnal Report (Type 4). Any non-participating vessel may join SISTRAM at any time, by sending a Type 1message, and it may leave SISTRAM at any time by sending a Type 4 message. Line X should be completed in the Rnal Report including the reason for terminating participation.

TYPES OF MESSAGES:

(1)'tYpe1Sailing Plan:

(a)This report contains the basic information required to estimate the vessel's posHion and should be sent:

(i)When the vessel joins the SISTRAM system

(ii)When departing from a Brazilian port

(iii)When entering the Brazilian SAR area from other ports

(b)The report consists of items (in order of transmission): A, B, G, I, L, V, M, X, Y (see THE IMO STANDARD SHIP REPORTING SYSTEM).

(c)The report should be sent as early as possible prior to entering the SAR area or prior to departure from a Brazilian port. In port, Hmay be sent as a written document.

(2)Type 2 - Position Report:

(a)This report confirms that the vessel has departed or if its position is correct as per the Sailing Plan, and should be sent wIThin the first 24h after departing from a Brazilian Port.

(b)The report consists of Hems (in order of transmission): A, B, C, E, F, M, X, Y (see THE IMO STANDARD SHIP REPORTING SYSTEM).

(3)'tYpe3 - Deviation Report:

(a)This report provides information for necessary corrections to the Sailing Plan and should be sent:

(i)Whenever the vessel'sposition deviates 25 n miles or more from the original track

(ii)When the destination port is changed

(iii)When other changes occur resulting in changing the Sailing Plan

(4)Type 4·Final Report:

(a)This report provides the information which terminates the participation in SISTRAM. Accordingly, reports should be sent at least one hour before entering the destination port or when ex~lng from the Brazilian SAR area.

(b)The report consists of ~ems (In order of transmission): A, K, X, Y(see THE IMO STANDARD SHIP REPORTING SYSTEM).

REPORTING FORMAT:

(1)Each message consists of a selection of Items from the message format list. Message ~ems should be separated by a stroke (I), omitted items by a dash between two strokes (I-I), and the end of the message by a double stroke (/1). The system name (SISTRAM), Type of message and date-time group should precede every message.

(2)The message format is as follows:

(4) Route Information: The information about the proposed route in line(s) L is expressed by at least 3 points. When a vessel enters the SAR area, express latitude and longitude of the point of entrance and the date-time on the first L line. In aType 3 message, the Deviation Route must be expressed as the co-ordinates of the deviation point (If greater than 25 nmiles deviation from the planned route) and the date-time this point appears In the first Lline.

(6) Optional Data Items: Optional data items are useful, but not necessarily required to report. When a report is made, express current course on line E In a three digit group, and the estimated average speed for the entire passage on line Fin athree digit group In knots and tenths of knots.

(7) Lines X and Y (Comments): This line is optional. Data that can be included in this line are ~ems helpful to SISTRAM such as the estimated date-time to the next transmission, the type of cargo, Inmarsat number, etc. Line Ycan be used for any other type of communication at the discretion of the merchant vessel.

(8) Course Deviation Data Items: Line I is used to specify changes in the Sailing Plan, e.g. IISALVADORl1258S/03831W/051800ZlI. In this case the destination port was changed to Salvador.

TRANSMISSION OF MESSAGES:

(1) Participation is free of charge when reports are sent through RENEC (Brazilian Coastal Radio Stations Network). See ALRS Volume 1.

(2) The preferred and most effective means of sending reports to COMCONTRAM Is via e-mail to:controle@cotram.mar.mil.br
