Vessel Traffic Information Management System

AREA:

The VTIMS area boundaries extend Irom the port entrance between El Morewood Bn (26°41'·98N33°59'·81E) and a point N01 Spit Reel.

DESCRIPTION:

The VTIMS provides the lollowing navigation assistance services to vessels in the port area:

(1)Automatic surveillance and tracking 01 vessels arriving at the port approaches.

(2)Automatic delermination of arrival limes a1 the port.

(3)Automatic continuous tracking and monHoring 01 posHion and speed lor all vessels using the port.

(4)Instantaneous inlormation concerning vessels using the port.

(5)Compilation 01 a database lor vessel information, navigation rules, traffic flow and navigation reports.

(6)An efficient means 01 communication with vessels arriving at the port approaches

and vessels entering the port.

(7) Salety 01 vessel movements and cargo using the port.

PROCEDURE:

(1) Participalion in lhe VTIMS Is mandatory for all vessels over 300 Ions.

(2) Vessels should send lhe following information via agent to Port Safaja VTC 48h prior to arrival:

(a) Vessel'sname and nationality, including any previous names

(b) DWT, draught and beam

(c) Whether vessel intends to enter the port or anchor outside the port. In the latter case, duration of stay should be advised.

(d) Any dangerous cargo on board, if so state quantity and class according to IMO regulations.

(3) Vessels should report to Port Safaja VTC at least 24h prior to arrival. The report should contain the following information:

(a)

Vessel'sname

(b)

Nationality

(c)

Type of vessel

(d)

Draught

(e)

GT

(f)

DWT

(4) Vessels should contact the VTC on VHF Ch 16, 2h prior to arrival, stating the following information:

(a) Position (latitude and longitude)

(b) GT and DWT

(c) Draught

(d) Loaded or not

(e) Type of cargo

(Q Any defects affecting safety of navigation

(g) If entering the port of Safaja for the first time:

(i) Date of build

(ii) Call sign or IMO number (iii) LOA

(iv) Beam

(v) Type of engine

(5) Vessels approaching the port should contact the VTC on VHF Ch 16 to receive instructions. The VTC will instruct the vessel to maintain a listening watch on VHF Ch 11.

(6) Vessels entering the port should check in with the port on VHF Ch 16 or the port calling channel, and check out with the VTC. On departure, vessels should check out with the port and check in with the VTC.

(7) Vessels leaving the VTIMS area should check out with the VTC.

(8) In an emergency, vessels should contact the VTC on VHF Ch 16 or the current working channel.

PROCEDURE:

(1) Vessels intending to pass through the Suez Canal on a certain day can obtain priority to join a convoy if the transit is arranged 4 days in advance or as soon as possible if coming from a nearer port, by telex to SUCANAL +91 63543 or +91 63238. The following information is required:

(a) Type of vessel, nationality and name

(b) Draught on day of transit

(c) SCGT and DWT

(2) Notice of cancellation or alteration of a booked passage should be given 24h in advance of the arranged day of transit.

(3) Vessels should send the following details at least 48h and 24h in advance to Suez Canal Authority, Ismallia, (SUO) directly or through their agents:

(a) Type of vessel, nationality and name (with lorrner name, if any)

(b) SCGT, DWT, draught and beam

(c) Whether vessel intends to transit canal or stop in the harbours, including the duration of stay in harbour, if appropriate

(d) ETA Port Said (southbound) or Suez (northbound)

(e) Quantity and IMO class of any dangerous cargo

(4) Vessels should report to the appropriate harbour office on VHF (or Ismailia (SUO) if VHF communication not possible), as follows to obtain inslructions:

(a) Entering from Mediterranean: 15 nmiles before arrival at Suez Canal (Port Said by-pass) Fairway Lt buoy (31 °21 '·30N32°20'-70E)on VHF Ch 16 to Port Said harbour office

(b) Entering from Red Sea: 5 n miles before arrival at Separation Zone Lt buoy No 1(29°39'·50N32°32'·50E)on VHF Ch 14 to Port of Suez harbour office. AI Qu~yr CRS will instruct vessels to contact Harbour Aulhorities Suez with (a) to

(i) as listed below:

(5) Report should include:

(a) Vessel'sposition (latitude and longitude)

(b) Vessel'sname

(c) Call sign

(d) Suez Canal identification Number (SCID)

(e) SCGT and DWT

(f) Draught

(g) Whether vessel is loaded or In ballast

(h) Nature of cargo

(i) Any defects affecting the safety of navigation

(6)In addition, vessels transiting the Canal for the first time should state:

(a)Date of building

(b)Whether Suez Canal Tonnage Certificate is held and, if so, its date of issue

(c)Call sign or SCID

(d)LOA

(e)Beam

(Q Type of engines

(g)In all cases, vessels should state if intending to transit the canal or just stop in the harbour

(7)Vessels approaching the roads should report to the appropriate harbour office stating call sign.

(8)Vessels intending to manoeuvre in the Canal or its approaches or intending to enter or leave the Port of Suez Anchorage, without a pilot on board, should first report to Ismailia (SUO) to obtain permission.

(9)Vessels should have their RT apparatus In good working order before entering the Canal. Vessels should be fitted with VHF with aworking frequency range of the marine band (156 to 174 MHz) especially VHF Channels 06 08 09101112131415167173 and 74. Vessels not fitted with VHF will be so equipped by Suez Canal Authority (SCA) for the transit.

(10)If UHF or VHF is not operational, pilot on boarding will request contact be established with Ismailia (SUO). Watch should then be maintained as requested by pilot and as follows:

(a)First southbound convoy (radio watch Nl):

(i)from the time of first contact until passing km 6

(ii)from AI Firdan (km 64) to Ismailia (change of pilot)

(ili) from Deversoir (km 97) until anchoring in Great Bitter Lake

(iv)from time prescribed by pilot in Great Bitter Lake until passing AI Kibrit (km121)

(b)Second southbound convoy (radio watch N2):

(i)from the time of first contact until passing km 6

(i1) from AI Kat> (km 34) until the end of the tying up operation in AI Ballah

(iii)30 mins before the expected sailing time as shown in EI-Qantara and AI Ballah station boards until getting underway

(iv)from AI Firdan (km 64) to Ismailia (change of pilots)

(v)from Deversoir (km 97) (or from time prescribed by pilot) to AI Kibrit (km 121)

(c)Northbound convoy:

(i)from the time of first contact until passing the Canal Authority offices at Port Tewfik (Bur Taufiq)

(ii)laden tankers, third generation containerships etc from 0800 LT, other vessels from 1100 LT (or, if sooner, from passing Geneffe) until passing

the last vessel from north in AI Ballah loop

(11)Vessels are also requested to continuously monitor Ismailia (Serapeum) CRS for Suez Gulf Traffic Information broadcasts.
