Olivier Adam delivers a speech at the 2nd Black Sea Economic Forum

On October 7, 2011 Crimea once again gathered international and regional leaders for a high-level dialog, proving its strategic importance in the development of the entire Black Sea region. The 2nd International Black Sea Economic Forum, which commenced its work in Livadia Palace, gathered over 200 key representatives of governmental, business and expert circles and the mass media from 15 countries of the Black Sea basin and the EU for effective discussion.

Among the major topics that are being discussed today at the forum are questions of infrastructure development, interregional cooperation and improving the investment climate in the region, in Ukraine in particular.

Speaking at the event, Olivier Adam, UN Resident Coordinator said:

For the UN System, its agencies, funds and programmes, the Black Sea is a region where several UN Member States are engaged in active cooperation and partnership. Regional cooperation for the promotion of the purposes and principles of the United Nations, as a central provision of the Charter of the United Nations, has served as a basis of the UN’s cooperation with the Organization of the Black Sea Economic Cooperation (BSEC), an organisation which maintains observer status at the UN General Assembly.

As such, the UN has established dialogue with the Black Sea as a region, and through its partnership frameworks at country level, it has maintained dialogue on Black Sea cooperation with individual countries. A more recent UN General Assembly Resolution dating from December 2000 calls on the UN Secretary General and the UN system as a whole to initiate programmes has prompted several UN agencies, funds and programmes to cooperate with Black Sea Economic Cooperation organisation.

The Black Sea Trade and Investment Promotion Programme (BSTIP) is one such example of a programme involving the UN and several countries. A joint initiative of the Governments of Greece , Turkey, BSEC and the UNDP, BSTIP has focused on the ‘expansion of intra-regional trade and investment links’, and, in particular, the introduction of the UN Global Compact in the Black Sea region.

A Cooperation Agreement between BSEC and the United Nations Economic Commission for Europe is another example, of a modality used to engage the UN System in the region. Such engagement has covered several areas of cooperation including:

1.         The collection and analysis of socio-economic statistics between BSCE and the UN;

2.         Facilitating compliance/implementation of regional environmental conventions and involving the Black Sea in the “Environment for Europe” process;

3.         Promoting energy efficiency in the Black Sea;

4.         Development of international transport infrastructure networks, transport and border crossing facilitation in the Black Sea;

The challenges and opportunities in the Black sea are, however, not always of a regional dimension. While regarding the Black Sea as a region and engaging in dialogue with countries as part of a wider Black Sea ‘family’ is a priority, the UN has focused on partnership with individual countries.

As the UN Resident Coordinator and UNDP Resident Representative in Ukraine, I am more familiar with the Black Sea from the vantage point of Ukraine and the Autonomous Republic of Crimea. Through its Crimea Integration and Development Programme, a multi-donor initiative spanning 16 years (1995-2011), and most recently through the establishment of a UNDP Sub-Office in the Autonomous Republic, UNDP has focused on providing advice and support to the government of Ukraine in promoting sustainable development, human security and good governance.

UNDP, in partnership with the government of the Autonomous Republic of Crimea has applied a unique strategy in the past decade – promoting peace and stability through human security monitoring; supporting local self-governance through dialogue, consensus building, participatory development and promoting self-help initiatives; reducing poverty through promoting income and employment opportunities, small and medium enterprise development and agriculture; improving living conditions through the provision and sustainable management of basic social and economic infrastructure and services, and increasing tolerance and social cohesion through education, information and culture.

Through its Regional Development Agency Support Project (RDASP), funded by the European Union, UNDP, in partnership with the Council of Ministers of the Autonomous Republic of Crimea has focused on building the capacity of the Agency for Regional to coordinate socio-economic development efforts and promote the region among investors.

UNDP regards the current dialogue between all countries bordering the Black Sea, as one of significant potential. Ensuring that such countries have a shared vision and a coordinated approach to sustainable development in the Black Sea region will determine the scale of opportunities rendered to investors. Ensuring that economic growth in the region translates into human development will continue to be a domain of interest for the United Nations family as a whole”.
