Born on July 21, 1931. Doctor of Law, Professor, Honored Scientist of the Russian Federation.

In 1954 graduated from the Law School of Moscow University, in 1957 completed a post-graduate course at the Institute of Law. From 1958 to 1985 worked at the Institute of State and Law of the USSR Academy of Sciences, as researcher, academic secretary, section head, and the deputy director. Between 1985 and 1989 held the post of department head at the Economics Academy, and since 1989 has been first deputy director of the Legislation and Comparative Jurisprudence Institute attached to the government of the Russian Federation.

As a corresponding member of the International Academy of Comparative Law, Yuri Tikhomirov took part in several of its congresses. For a number of years he has been head of the Central Scientist’s Club Law Section, is member of the academic councils and editorial boards of the journals, ‘The State and Law”, “Jurisprudence and Russian Law”.

Takes an active part in law-making. Is member of the Associated Commission for Legislative Activity Coordination, member of expert councils in two of the State Duma committees, member of the Russian Federal Government’s Representation in the Federal Assembly. Often made reports at international conferences. For the last few years has been working as Russian delegation expert at the CIS Interparliamentary Assembly and at the Council of Europe Congress of Regional and Local Authorities. Several times took floor at the sessions of the Foreign Ministry Consultative Council of Federation Subjects speaking on international and foreign trade relations.

Y.Tikhomirov is a university lecturer. For a number of years he lectured at the Law Academy and Moscow University Law School: at present he teaches at the International University.

His academic interests are fairly extensive. Among them are issues of constitutional and administrative law, and state and law theory. He has published over 400 research works. Some of the better known include “Administrative Decisions”, “Theory of Law”, “A Course in Comparative Law” and so on.
