Alternative fuels
The Guardian has the fate of the planet on its mind - and the worries of some experts.
It says an independent audit of government policies is predicting that Britain won't meet its targets for cutting CO2 emissions.
That may be why the Independent pays attention to the development of alternative fuels.
The paper welcomes the fact that President George W Bush seems so keen on ethanol, a fuel made from sugar cane or maize.
But the paper warns that there's no simple answer because producing ethanol will mean the loss of more forest, and more expensive food for the world's poorest people.
Petrol 'rip-off' It's where the money goes for people here that other papers focus on.
The Daily Mail does not see why drivers should have to pick up the cost of the chaos caused by contaminated fuel.
The paper thinks the burden should be carried by the oil companies themselves, "which already make obscene billions".
It's a "rip-off" says the Daily Star and the garages are being "greedy".
Housing woes
The Daily Express is one of several to complain that more and more home buyers are having to pay stamp duty at the higher rates.
According to the Telegraph , the latest figures show a majority of buyers in some areas are now being hit, a result of the increasing cost of housing.
The Mail condemns the chancellor for preferring "stealth taxes" to "helping home-buyers".
Queen's image
Lady Jane Grey was Queen for nine days in 1553 before being beheaded.
Today she finds herself on page three of the Independent and the Telegraph.
Both papers tell how the historian David Starkey believes he has solved the mystery of what she looked like, identifying a miniature as a portrait of her.
The Guardian says other experts remain sceptical.
Dr Starkey tells the Telegraph that Lady Jane looks attractive, but not beautiful, highly intelligent, determined, and "no push-over".

Війни, які ведуть Сполучені Штати Америки і їхні спільники, повинні мати наукове обґрунтування у вигляді офіційної доктрини дій у ХХІ столітті. Таку доктрину було викладено президентом Бушем 17 вересня 2002 року як «Національну стратегію забезпечення безпеки США» (National Security Strategy of the United States) і пізніше, 10 грудня 2002 року, доповнено «Національною стратегією боротьби зі зброєю масового ураження» (National Strategy to Combat Weapons of Mass Destruction).
«В основі цієї доктрини, яку нерідко називають доктриною Буша, лежить ідея преемптивної війни (preemptive war) і преемпції (Bush′s doctrine of preemption).
«Преемпція» означає випереджальне захоплення або силову дію на випередження, тобто знищення у випереджальний спосіб, як найсуттєвішої загрози, так і всіх обставин загрози (зброї, наприклад) і, головне, самого суб′єкта цієї загрози (тобто, як правило, режиму й влади в країні або керівництва терористичної організації). Отже, преемпція орієнтована на зміну режиму (Regime Change), на перехоплення національного суверенітету й на будівництво на місці неправильних націй — нації нової — тобто націєбудівництво... (Nation-Building) і націєперебудова, або націєпере-робка (rebuilding Iraq, reconstruct Iraq або remaking Iraq)».
У Національній стратегії забезпечення безпеки США у вересні президентом Бушем було чітко заявлено: «США перебувають у стані війни з терористами, що ведеться всюди на Земній кулі... Ми знищимо терористичні організації за допомогою... визначення й знищення будь-якої загрози до того, як вона досягне наших кордонів. За прагнення США завжди й скрізь заручатися підтримкою міжнародного співтовариства, при необхідності, ми в жодному разі не зупинимося перед прийняттям односторонніх рішень і дій із метою реалізації нашого права на самозахист за допомогою преемптивної дії проти терористів, щоб не дати їм можливості вільно діяти проти наших співгромадян і нашої країни.
Звичайна концепція стримування більше не працює проти такого нового ворога, як терористи.
Упродовж століть міжнародне право виходило з того, що держави не повинні піддаватися збройному нападу до того, як вони зможуть законно вжити необхідних заходів для захисту себе від тих сил, які становлять безпосередню небезпеку щодо нападу.
США протягом довгого часу зберігали за собою можливість здійснення преемптивних дій на випадок виняткової загрози для нашої національної безпеки. Але чим більша загроза, там більшим виявляється ризик не дії — і, тим самим, усе більше й більше постійними виявляються ситуації, коли треба в обов′язковому порядку вживати попереджуючі дії з метою самозахисту, навіть якщо зберігається невизначеність із приводу часу й місця нападу ворогів. Щоб надійно передбачити та запобігти подібним ворожим діям наших супротивників, США будуть якщо буде потреба, діяти пре-емптивно.
