Distance Learning Opportunities

Currently, the development of the Internet and the rapid depreciation of their services in these countries create the conditions where distance education is not only affordable but also very attractive form of education for a growing part of their citizens, because it allows people to get the desired level of their general and professional training in a fairly prestigious educational institutions, without interrupting the other of its activities.       Distance learning opens up opportunities for education and training, disabled women raising young children, those who can not interrupt their essential work, as well as for residents living in remote areas, educational centers.

Experiment on distance education and its results

Large scale introduction of DL in Russia is largely contributed to the experiment, the need for which arose after in 1996. UNESCO Congress in Moscow, clearly showing that many countries see the further development of national educational systems with the increasing use of distance technologies. Russia immediately established itself as one of the leaders of the progressive direction, presenting to Congress a detailed program of UNESCO, the development of distance education. For the purpose of testing the initial phase of the program in July 1997 began an experiment in distance education.

The experiment was supposed to solve the following problem:

- To develop and test a distance learning technologies, and especially, information technology, supported by rapidly progressing computer equipment and telecommunications;      - Create and test a specific educational materials, products, methods and didactics of their application in distance learning process;     - Prove the quality of education received by remote sensing methods;

- To convince the conservative sections of society and the academic community of the usefulness and necessity of using advanced remote sensing tools and methods;     - Determine the necessary

parameters and technical information equipment remote educational process, which can be used as standards for licensing and certification requirements;      - Identify the changes and additions to be made to existing laws and regulations to legalize the widespread use of distance learning.

The results of the experiment

During the period of the experiment, all problems were solved. Experiment on distance education and self direction of distance learning methods based on information and telecommunications technologies have unconditional positive assessment on parliamentary hearings held in the Council of Federation 20 April, 2001, It was recommended that a bill legalizing the use of distance learning on a large scale. We can assume that the goal set before the experiment was achieved.

Types of distance technology

- Case technology (portfolio) - technology based on the acquisition of sets (cases) educational materials (in paper and CD-ROM) and sending their students to self-directed learning (from the English case, suitcase - a portfolio).   - Case technology (training) - a technology based on the use of situational-training teaching methods (from the British case - the case situation).   - TV Technology - a technology education using television assets

 - Internet networking technology - technology based on the use of the Internet to provide students teaching materials and training.

- Locally-network technology - technology based on the use of local networks to provide students teaching materials and training.

  - Information and satellite network technology - technology that implements a television training and updating and information on local networks through satellite links.

  - Training and technology shifts - technology, which provides check-out teachers in training centers for training.

  - Attestation-shift technology - a technology that provides for exit certification committees in educational centers for the certification of students.
