Organisation of the personnel department

The personnel officer is necessarily a generalist, since the variety of issues typically dealt with in a personnel department is so diverse that no one person could master all aspects of the job. Thus, a personnel manager requires a working rather than a detailed knowledge of:

- the firm, its products and the industry in which the business operates

- production methods and company organisation structure;

- pension schemes, wage and bonus arrangements;

- law relating to employment;

- the fundamentals of management theory and practice.

Consequently, the personnel manager requires wide-ranging knowledge and skills, in contrast to the highly specialised qualifications and experiences of many of the line managers whom the personnel manager will advise. This might cause reluctance among line managers to accept advice from a personnel manager who does not possess their detailed knowledge of specific functions.

The structure of a personnel department should depend on the relative importance of the various tasks it performs, which in turn depends on the organisation of the firm - its size and complexity, production technology, degree of bureaucracy and historical tradition. Some personnel departments employ a number of personnel officers who share work equally, operating a 'single-door' policy where by any problem that arises (no matter how serious or complex) is assigned to the first officer who becomes free. This recognises the generic nature of personnel work, and it ensures that personnel department staff acquire experience of all personnel tasks. Alternatively, a personnel department might be segmented according to particular functions, with separate staff and sections responsible for recruitment, industrial relations, welfare services, personnel records, etc. Such 'functional' organisation enables staff to specialise in a certain area and hence develop great expertise in that field, but it has the disadvantage of encouraging narrow and introspective attitudes among personnel department staff.
