Seversk Nuclear Power Plant
By order of the Administration of Tomsk region from 20.05.2008 were identified possible areas of construction of Seversk NPP (Figure 2).
At the meeting that was held in 2008, all people who were interested in building a nuclear power plant, suggested to build SNPP in the area number 3. It is near town and river called Samus. But the final decision on the plant placement was planned to make in early 2009, but the process was delayed due to financing which was not started.
In structure of nuclear power plant will operate two power blocks VVER-1000, which will be launched in 2015-2017 years, unless will no problems or delays. Project "NPP-2006" will be taken as the basis of the SNPP project. According to "NPP-2006" nuclear power plants were built in China, Iran and India.
For the construction of NPP administration of Tomsk should solve some problems. The first is the provision of transport links for transporting fuel, etc. The second is a place for waste disposal. Administration of Tomsk suggests that radioactive waste will be buried in the waste cemetery on the territory of Tomsk Oil Chemical Combine. But it is only a suggestion. [5]
In fact, there are many questions about the construction of nuclear power plants that remain unclear. In 2010, on the 19th of March, the meeting was held, which was similar to the previous. It was about the assessment of the environmental impact of the projected Seversk Nuclear Power Plant. The meeting lasted five hours. Most of that time took the reports that gave positive assessment about nuclear power plant construction. Among the following reports, everyone was especially marked the speech of TSU Professor Sergei Kirpotin. He spoke out against the project and stressed that the society was not provided with projects that are alternative to nuclear power plant construction. In the result, some questions was asked, which are actual nowadays. For example, does not specify the questions about utilization of the reactor at the end of its life cycle, transportation of nuclear fuel and irradiated nuclear fuel through the city of Tomsk (the only branch that passes through the city, dividing it almost in halves) and some other environmental issues.
On March 2010, two possible sites are considered for construction. Both are to the north of the village Samus (Fig. 3). [2]
It should be noticed, how people express their attitude to nuclear power plant construction. 73% of area residents are opposed to the construction of Seversk NPP. In December 2008 was scheduled to hold public hearings on nuclear plant construction problem, but hearings were only in Seversk, where the majority of Tomsk citizens are unable to enter. Authorities are trying to change public opinion toward support for nuclear power plants, carrying out agitational activities, in particular meetings of heads of Tomsk scientific institutions with the media. Even the mayor of Tomsk expressed negative opinion about the construction of nuclear power plants, offering instead to open Seversk. [4]
