ATFCM

THE CFMU

The ECAC states have established the CFMU (Central Flow Management Unit) in 1988. The CFMU was founded by the EUROCONTROL and devoted to ATFM provision within the airspace of these countries

CFMU based on the ICAO concept and requires an central directorate (CFMU) and divaricated network of flow management positions (FMPs) in every АСС (Area Control Centre)

The mission of the CFMU is to enhance safety through co-ordinated management of the air traffic in Europe and to ensure congestion in the air does not occur and that available capacity is used effectively

THE CFMU MAIN TASK

The CFMU is a supplement to ATS system. The CFMU main task is safe, orderly and expedited flow of air traffic by the optimum usage of available capacity of ATS system

Traffic volumes, which have composed by the CFMU subsystems shouldn’t exceed a nominal capacity of appropriate

FLOW MANAGEMENT POSITION

Flow management positions (FMP) are established at every

ACC in area of responsibility of CFMU

FMD – Flow management division (отдел управления потоками ВД)

FLOW MANAGEMENT POSITION

FMP is a contact ATFCM point within appropriate ACC. FMP co-ordinates all questions related to ATFCM in area of their responsibility

FMP transfers the current info about all ATFCM phases to the CFMU in order to make the optimum usage of available sectors capacity and assist in creation of an efficient ATFM plan

All FMPs are connected to the TACT system through special CFMU terminals (available at every FMP)

FMD

CFMU subsystem, which is responsible for planning, coordination and implementation of strategic, pre-tactical and tactical ATFCM within CFMU area of responsibility

FMD is responsible for development and management of all ATFCM components according to EATMP and European group of air traffic flows organization (EAG)

TACT

The main tool for provision of ATFM in

EUR region is the

TACT (ETFMS)

The TACT is used by FMD for pre-tactical and tactical measures. TACT obtains necessary info from IFPS (Integrated initial flight plan processing system)

TACT

TACT provides FMD and FMPs with planned and actual info about ACFT

(according to ATFCM Plan) in day of flights

TACT transfers info into CASA system (slots allocation) TACT estimates route changes in traffic flows and individual flights of ACFT
