Alexei Miller – Chairman of the Management Committee, Gazprom deputy chairman, Gazprom Neft chairman

Alexei Miller was born in St Petersburg in 1962. He graduated from the Leningrad Institute for Finance and Economics in 1984, with a degree in economics. After graduation, he worked at the LenNIIproyekt Civil Engineering Institute until 1990.

From 1991 to 1996, Miller served in the office of the mayor of St Petersburg on the Committee for International Economic Relations, which was headed by Putin. He supervised the development of free trade zones and catering businesses in St Petersburg. Between 1996 and 1999, Miller served as director of development and investment in the port of St Petersburg. In 2000, he was appointed general director of the Baltic Pipeline System (BPS), a project that was revived by Putin. In 2000, Miller was appointed deputy minister of energy, becoming responsible for international affairs and policy. Miller has served as Gazprom CEO since 2001 and Gazprom Neft chairman since 2005.

Viktor Zubkov – Gazprom chairman

Born in Arbat, Sverdlovsk region, in 1941, Viktor Zubkov graduated from the economics department of the Leningrad Agriculture Institute in 1965.

From 1985 to 1991, he occupied several leading positions in the Communist Party of the Soviet Union in Leningrad Oblast. In 1992-1993 he was a deputy chairman of the External Relations Committee of the St Petersburg mayor’s office, which was led by

Putin. In 1993, Zubkov was appointed chief of the St Petersburg department of the State Tax Inspectorate and simultaneously deputy chairman of the State Tax Inspectorate for St Petersburg. In 1999-2001, he was deputy tax minister of Russia for the North Western region and simultaneously chief of the St Petersburg and Leningrad Oblast directorate of the Tax Ministry. In 2001, he left his positions in the Tax Ministry and was appointed first deputy finance minister of Russia and chairman of the Financial Monitoring Committee of the ministry, aimed at fighting money laundering. In 2004, after the dismissal of Mikhail Kasyanov’s cabinet, Zubkov retained his position in Mikhail Fradkov’s first and second cabinets.

In September 2007, Zubkov was nominated prime minister. In May 2008, he was appointed first deputy prime minister of the Russian Federation responsible for the development of state policy in agriculture, as well as foreign trade issues (from 2010) – a position he held until May 2012. Since June 2008 Zubkov has served as Gazprom’s chairman of the board of directors.

Igor Sechin – Chief Executive Officer, Chairman of the

Management Board, Rosneft deputy chairman

Igor Sechin was born in Leningrad in 1960. He graduated from Leningrad State University in 1984 as a linguist fluent in Portuguese and French.

In the 1980s Sechin worked in Mozambique and Angola, officially as an interpreter with Soviet trade and diplomatic missions there. From 1991 to 1996, he worked with the St Petersburg mayor's office, from 1994 as chief of staff of the first deputy mayor, Vladimir Putin. In 1996-1997, he was a deputy of the presidential property management department.

In 1997-1998, Sechin was chief of the general department of the main control directorate attached to the president, led by Putin. In 1999, he was appointed head of the secretariat of the prime minister. In 2000, Sechin was promoted to first deputy chief of the presidential administration. In May 2008, he was appointed by President Medvedev as deputy prime minister responsible for state policy in the field of industry (excluding the defence industry) and energy development, environmental policy, and ecological, technological and nuclear control. In 2004-2011 he served as chairman of the board of directors of Rosneft. In May 2012 he left his government post and was appointed president of Rosneft, replacing Eduard

Khudainatov, who took the position of Sechin’s deputy.

In June 2012, President Putin signed a decree establishing a special presidential commission responsible for the oil & gas industry’s strategic development. Putin himself heads the commission, with Sechin appointed executive secretary, which gives him the right of access to the documentation and statistics of Rosneft’s competitors.

In April 2014, Sechin was included in the list of the Specially Designated Nationals and

Blocked Persons for US sanctions administered by OFAC.

Gerhard Schroeder – Rosneft chairman of the board of directors, independent director

Gerhard Schroeder was born in 1944. He graduated from the University of Goettingen, the Department of Law in 1976. In 1998-2005 he held a position of Chancellor of Germany. Schroeder has been a chairman of the board of directors of Rosneft since September 2017.

Vagit Alekperov – LUKOIL president and CEO

Born in Baku (Azerbaijan) in 1950, Vagit Alekperov graduated from the Azerbaijan

University of Oil and Chemistry in 1974. He also holds a PhD in economic science.

After graduation, Alekperov worked at Kaspmorneft, an oil producer, until 1979, when he joined Kogalymneftegaz in an engineering position, eventually becoming the company’s general director. In 1990, Alekperov was appointed deputy minister of the oil & gas industry. In 1991, he became first deputy minister. From that time and in that role, Alekperov began to oversee the establishment of LUKOIL, which eventually became the first and the largest Russian oil holding company. In 1992, he was appointed Rosneft president but resigned soon after. Alekperov has served as LUKOIL president since 1992.

Vladimir Bogdanov – Surgutneftegas CEO

Born in Suerka (Tyumen region) in 1951, Vladimir Bogdanov graduated from Tyumen

Industrial University in 1973. In 1990, he graduated from the Academy of National

Production. He is a member of the Academy of Natural Science and the Academy of

Mining Science.

After graduation, Bogdanov worked as a junior drilling operator in Nizhnevartovsk, and in 1976 he was appointed technologist at the Surgut drilling unit. In 1978-1980, he served as a deputy head of drilling at Yuganskneftegaz. In 1980, he became deputy head of drilling at the Surgutneftegas production association, and in 1983 he was appointed deputy head of drilling of Glavtyumeneftegaz. During this time, he also worked in several oil production companies in Nizhnevartovsk, Nefteyugansk and Surgut. In 1984, he became head of the

Surgutneftegas production association. He has been Surguteftegas’s general director and CEO since 1992.

Alexander Dyukov – Gazprom Neft chairman of the management board and CEO

Born in 1967 in Leningrad, Alexander Dyukov graduated from the Lenin Shipbuilding

Institute in the late 1980s and took the IMISP MBA programme in 2001.

In 1996-1998, Dyukov worked as financial manager and then as CEO of the St Petersburg Oil Terminal. From 1998, he served as economics director and in 1999 was appointed chief director at St Petersburg Commercial Sea Port. In February 2003 Dyukov was appointed president of SIBUR, Gazprom’s petrochemicals subsidiary, and from November 2006 served as the chairman of the board of directors of SIBUR (from 2011 as deputy chairman). In November 2006, he was appointed Gazprom Neft president and CEO.

Leonid Mikhelson – NOVATEK chairman of the management board

Born in 1955 in Kaspijsk, Dagestan, Leonid Mikhelson received his primary degree in 1977 from the Samara Institute of Civil Engineering.

In 1977, Mikhelson started work as the foreman of a construction and assembling company in Surgut, where he was involved in the construction of the first section of the UrengoiChelyabinsk gas pipeline. In 1985, he was appointed chief engineer of Ryazantruboprovodstroy. From 1987, he headed Kuibyshevtruboprovodstroy, which in 1991 was the first enterprise in the Samara region to sell its shares, thereby becoming a privatelyowned entity known as AO SNP NOVA. Mikhelson remained NOVA’s managing director from August 1987 until October 1994. Subsequently, he became general director of the management company Novafininvest, which included NOVA among other units. Currently, he is NOVATEK’s chairman of the management committee and executive director.

Gennady Timchenko – NOVATEK member of the board of directors

Gennady Timchenko was born in November 1952 in Armenia. He graduated from the

State Baltic Technical University Voenmekh in 1976, formerly the Leningradskiy

Mechanical Institute, with a degree in electrical and mechanical engineering.

In 1987-1994 he was a deputy CEO of the state-owned oil trading company Kirishineftekhimexport. From 1990 he was a representative of the Soviet (Russian)-Dutch joint venture ‘Urals’ in Kirishi. During 1991-1995 he was involved in the founding of several commercial firms in St Petersburg that have a very close relationship with Kirishineftekhimexport. In June 1994 he became a co-owner of JSC Kineks (registered in St Petersburg). Since 1995 Timchenko has been a co-owner of International Petroleum Products. In November 1996, he became a co-owner of CJSC Kineks-Invest. In February 1997, he became general director of Finland-based oil trading company IPP Oy, formerly Urals Finland Oy. In the same year, together with Yuri Pyrikov, he formed JSC Yugtrast, which was involved in securities operations. Since October 1997 Timchenko has been a co-owner of Link Oil Company. In 1997, he co-founded Gunvor, a leading independent oiltrading company. In 1998 he was appointed as a member of the board of directors of Tokobank. In February 1998 he formed and registered Uspekh, and in June he registered a judo sport club, Yavara-Neva.

Timchenko is a member of the board of directors of Transoil and BalttransService. Since 2009, he has been a NOVATEK board member. He is a 23% shareholder in NOVATEK. In March 2014, Timchenko was included in the list of the Specially Designated Nationals and Blocked Persons for US sanctions administered by OFAC.

Mikhail Osipov – Slavneft president, chairman of the management board

Mikhail Osipov was born in 1961. He graduated from Grozny Oil Institute in 1983, and from the Russian Presidential Academy of National Economy and Public Administration in 2000.

In 2006-2013, Osipov served in several management roles with TNK-BP and Weatherford. He joined Slavneft in 2013 as upstream vice-president and was appointed president of Slavneft in July 2015.

Nail Maganov – Tatneft general director

Born in the Tatarstan Republic in 1958, Nail Maganov graduated from the Moscow Oil and Gas University.

Maganov joined Tatneft in 1976 as a drilling operator and proceeded to become senior engineer in various departments at the company. He was appointed Tatneft’s deputy general director in 1994 and was promoted to general director in 2013.

Nikolai Tokarev – Transneft president, chairman of the management board

Nikolai Tokarev was born in Karaganda, Kazakhstan, in 1950. In 1973, he graduated from the Karaganda Polytechnic Institute with a degree in electrification and automation of mining operations.

In the 1980s, Tokarev worked in Germany in an undisclosed capacity. From 1993 to 1996, he headed the department of external relations in Russian-German Leasing Company, a subsidiary of Sberbank. In 1996-1999, he was employed by the executive office of the president of the Russian Federation. In 1999, Tokarev was appointed vicepresident of Transneft, responsible for foreign relations, international projects and information. In September 2000, he was appointed general director of the state enterprise Russian Foreign Economic Association Zarubezhneft (since 2004 Zarubezhneft JSC). In October 2007, Tokarev was appointed president of Transneft.

Mikhail Gutseriev – RussNeft president

Born in 1958, Mikhail Gutseriev graduated from the Finance Academy and Gubkin

Institute for Oil. In 1976-1992 he worked in the oil industry in Chechnya.

In 1992, he set up the industrial holding BIN. In 2000, he was appointed CEO of Slavneft, later leaving the company. In 2002, he founded RussNeft and became its CEO. In 2007, he sold the company to Oleg Deripaska and left Russia for the UK. In 2010, he returned to Russia and reversed the deal with Deripaska (which did not get the approval of the government’s committee on foreign investments), becoming the company’s president.
