In 1829 Sir Robert Peel founded the Metropolitan Police in London (today “Metropolitan Police Service”), which can be regarded as the first modern police force. The following guidelines were laid down at that time: “The primary object of an efficient police is the prevention of crime. The next is that of detection and punishment of offenders if a crime has been committed. All efforts of police must be directed to these ends. The protection of life and property, the preservation of public tranquillity and the absence of crime will alone prove whether those efforts have been successful.”
