3.2 Patrols (Procedure sp-08)

      1. General

The patrols members are appointed by the SSO and could be the crewmembers of the each deck watch.

The main duty of the patrol is to make sure that no illegal boarding take place and that stevedores/subcontractors/etc visitors do not roam on the vessel and particularly in the restricted areas.

The number of the members of each patrol and the frequency of the rounds, depend from the security level in force.

      1. Equipment

The equipment of each patrol are as follows:

  1. Portable mean of communication with OOW/SSO

  2. Flash light

  3. Whistle

  4. Fluorescent yellow vest.

  5. Security patrol/watch schedule (Form SEC-15)

3.2.3 Procedure

The patrols are under the supervisions of the OOW/SSO and during their rounds they patrol all areas indicated to them by the SSO and OOW making sure that:

  • All accesses to the vessel are secured and no illegal boarding took or can take place.

  • Restricted areas / lockers / storehouses / etc secured places are safe

  • Stevedores / subcontractors / etc visitors do not roam out of their working areas.

  • They report whatever they consider as suspicious to the OOW/SSO

  • On completion of each round report to OOW and sign the relevant form SEC-15.

    1. Cargo / Supplies check procedure (Procedure sp-10)

3.3.1 Cargo Checking

Cargo will be delivered onboard checked either by shippers/port authorities or both. The particulars will be agreed in the D.O.S. signed with P.F.S.O. of each port.

In cases where seals or other means of checking are applied on delivered cargo, their integrity will be checked by the Officer in charge for loading.

Anyhow the Officers and crew in charge, must be always alert for any suspicious or not recognizable cargo loaded, in which case SSO must be advised immediately.

3.3.2 Supplies Checking

The supplies should be delivered onboard properly packed by the supplier and checked by the security system of the Port.

All supplies must be checked outside of vessel wherever this is possible and allowable by the port Authorities.

In this case the responsible Officer will check the seals and the packing of the supplies making sure that they are intact. If they are O.K. the supplies will be boarded for detailed checking as per relevant procedure SP-10 and the security level in force. Otherwise the suspicious parcel will remain ashore and the SSO will be advised immediately.

    1. Handling breaches of Security and Security Emergencies

3.4.1 General

The crew must be well prepared in order to implement successfully the SSP and handle Security Emergencies with the minimum possible cost/damage. It is the duty of the Master and SSO to make sure that his crew is well prepared to carry out its regular security duties and to handle any security emergency arises.

The proper preparation of the crew is moved on two main directions

1.- Crew training

2.- Crew Drilling

3.4.2 Crew training (Procedure sp-03)

The crew in order to carry out its regular security duties successfully and minimize the possibilities of Security emergencies, it is necessary to be familiar with:

  • SSP (Master and Ch. Officer only)

  • The particular security duties of his rank

  • The use of security equipment of the vessel

  • Security details of the vessel (such as restricted areas, checking points, etc).

It is the duty of the SSO on boarding of new joiners, to evaluate the knowledge of their duties and train them as necessary and to familiarize them with the security and details of the vessel as per their rank. On completion he fill the form SEC-19

For the training of the crew, the training material available onboard books, videos, CDs can be used.

Particularly the CD “The Security Code” of the “I B S” print out an evaluation form for each trainee, which you can store as proof of his training.

For each training course carried out use the form SEC-07 and update the Seaman’s training record available in the ISM System.
