Don't use "by" if it's not really necessary. The passive voice is formed with: be + past participle of the main verb or be + being + past participle of the main verb.

Passive sentences are formed by:

1. Making the object of an active sentence the subject.

2. Changing the form of the verb.

Examples:

active: The secretary will type the letter.

passive: The letter will be typed by the secretary.

active: They manufacture radios in that factory.

passive: Radios are manufactured in that factory

People speak English in this class.

The passive voice shows that the subject is receiving the action of the verb. Form the passive voice by using the appropriate form of to and be and the past participle of the main verb.

Example:

active: Tom writes a letter.

passive: A letter has been written. (by Tom ... if you feel this information is important. If it is obvious or not really important, do not use it.)

People returned many books to the library last night.
