Properly executed and retained records provide owners, operators and maintenance personnel with information essential in controlling unscheduled and scheduled maintenance, to eliminate the need for reinsertion and rework to establish airworthiness. Only records necessary to prove that all the requirements have been for issuance of the release to service should be retained.
The maintenance record can be either a paper or computer system or any combination of both. Paper system should use robust material which can withstand normal handling and filing. Computer system may be used to control maintenance and/or record details of maintenance work carried out.
The records should be stored in a safe way with regard to fire, flood and theft. Computer backup discs, tapes, etc. should be stored in a different location from that containing the working disks, tapes, etc., in an environment that ensures they remain in good condition.
Reconstruction of lost or destroyed records can be done by reference to

other records which reflect the time in service, research of records maintained by repair facilities and reference to records maintained by individual mechanics.

The primary concern of operations management is to ensure the continuous availability of all operational services. To achieve this a systematic approach to maintenance management is necessary. This approach will depend on the type of operations at a particular airport. Clearly, a major air carrier hub will require much more complex maintenance program than an airport dealing only with general aviation type common to any airport maintenance program:
–a documented schedule of routine maintenance;
–a comprehensive system of maintenance records, including costs.
Many of the airport facilities such as radio communications, radio and

radar approach aids, and airfield lighting are of such critical importance to flight safety that every effort has to be made to ensure that failures do not occur. Among the elements involved are:
–radio communications (air/ground) transmitters and receivers;
–aeronautical fixed telecommunications;
–telephones;
–approach and landing aids: radio/radar, lighting, fire and rescue services;
–aircraft movement area;
–power plant and distribution system.
The process of preventive maintenance implies regular inspection of a system and all its component parts in order to detect a possible failure and take appropriate actions to prevent this happening.
