ADMINISTRATIVE SUPPORT
The term "administrative support," as used herein, includes personnel, logistics, and civil affairs functions. It also refers to the organization, facilities, material resources, system, procedures and control necessary to the performance of these functions. Thus, according to the US Field Manuals administration is the management and operation of all mil matters not included in tactics and strategy.
Logistics is the branch of admin which embraces the management and provision of supply, evacuation and hospitalization, transportation and service.
The tac principles of dispersion, duplication of resources, mobility and speed of comm assume vastly increased importance in nuc warfare and under conditions of possible mass destruction. The US Field Manuals state that under these circumstances the seven technical services bear the main burden of operating the Army logistics supply sys. Despite minor organizational différencies, they are marked by the broad degree of similarity. All perform the same functions of requirements, computation, procurement, storage, distribution and maintenance of the items for which they are individually responsible. They all operate under the direction of the Armed Forces Supply Support Center (AFSSC), which coordinates the logistic activities among the services and works under the direction of the SEC DEF. The Deputy Chief of Staff for Logistics (DCS/LOG) has the Army Staff responsibility for supervision of the Army logistics sys (including all controls over funds, materiel, facilities, manpower, pers and training. These responsibilities extend to con of the technical services, which includes the Ordnance Corps (OrdC), the Quartermaster Corps (QMC), the Army Medical Service (AMS), the Transportation Corps (TC), the CE, the Cml C, and the Sig C.
Ordnance Corps
Ord Corps is by far the largest of the technical services. It operates under the Chief of Ordnance (C of Ord). Ordnance Corps supplies the following types of materiel: wpns and ammo (except chemical), special purpose, general purpose and special equipment vehicles, fire con instruments, repair parts and tools. Some of the depots receive, store, issue, rebuild and maintain general supplies while others handle ammo, including special wpns, msls, etc.; and some handle all categories of ordnance supplies. The Corps also operates schools and training centers which conduct individual and unit training.
Quartermaster Corps
The QMC has a supply responsibility associated with the welfare of the individual soldier, the clothes he wears and the food he eats. The QMC commands all general depots and is responsible for their management to include programming, budgeting, and funding. The QMC supplies: clothing and equipage, general supplies, furniture and office supplies, laundry, drycleaning, kitchen and special purpose equip, special vehicles, subsistence, petroleum, oil, lubricants, live animals such as horses, mules and dogs, musical instruments and printing equip. The services the QMC renders troops concern everything mentioned above.
Army Medical Service
The management of the Continental US depot of medical material is accomplished under the direction of the SECNAV, who is the single manager for medical material. However, the direction of Army medical supply activities in overseas areas remains the responsibility of the Surgeon General (SG). The AMS is the principal and largest consumer of its own supplies and equip which include medical, surgical, veterinary, dental material and the repair parts applicable thereto.
Transportations Corps
The TC is wholly occupied in the field of logistics. In addition to the service it performs in moving men and materiel it also has supply responsibilities for aviation, marine and rail items used by the Army. It supplies: Army acft and allied equip, marine floating equip, mil rail equip, and repair parts for these items. It also operates cargo hel units, ports, water terminals, mil railways, highway transport, highway terminals, the training of transportation specialist pers,- Army acft maintenance pers and other armed forces pers in the use of transportation equip.
