JORDAN-1

JORDAN - NATIONAL REGULATIONS AND REQUIREMENTS

PASSPORT

Required.

VISA

Required.

a.Citizens holding Palestinian Documents and Citizens of the following countries are required to

obtain prior approval from Ministry of Interior - Jordan through Jordanian Embassies in their respective States:

Iran, Angola, Ethiopia, Uganda, Albania, Pakistan, Botswana, Burkina Faso, Burundi, Chad,

Togo, Tanzania,

Djibouti,

HEALTH

Passengers arriving from epidemic zones must hold a valid inoculation certificate. Blood samples of passengers arriving from infected area of malaria have to be inspected.

SCHEDULED FLIGHTS

Scheduled international flights are governed by bilateral air-agreements or special authorization.

NON-SCHEDULED FLIGHTS

An operator intending to perform a (series of) non-scheduled flight(s) into Jordan for the purpose of taking on or discharging passengers, cargo or mail, shall apply to the Chief Commissioner of Civil Aviation Regulatory Commission for permission not less than 72 hours in advance of the intended landing.

The application must include the following information in the order shown hereunder:

name of operator;

type of aircraft and registration marks;

date and time of arrival at, and departure from Jordan;

place or places of embarkation abroad, as the case may be, of passengers and/or freight;

purpose of flight and number of passengers and/or nature and amount of freight;

name, address and business of charterer, if any.

Non-scheduled flights intending to overfly Amman FIR and/or land in Jordan for technical purposes are requested to submit an application to obtain clearance 24 hours in advance. Such flights are required to forward the following details:

name of operator;

type and registration of aircraft;

nature and purpose of flight;

in case of cargo, nature and contents should be clearly specified;

points of departure and arrival.

Aircraft shall not leave departure aerodrome before overflying clearance has been received.

NOTE: The validity period for landing clearance is 48 hours and overflight clearance is 72 hours.

PRIVATE FLIGHTS

Aircraft intending to perform private flights to Jordan or to overfly Jordanian territory are required to submit an application for prior permission 48 hours in advance, stating the details as required for commercial landings in NON-SCHEDULED FLIGHTS above.

AIRPORT(S) OF ENTRY

Aircraft shall first land at and finally depart from an international airport.

25 DEC 09 ENTRY REQUIREMENTS

LEBANON-1

LEBANON - NATIONAL REGULATIONS AND REQUIREMENTS

PASSPORT

Required, except for holders of:

a.identity cards issued to Nationals of Syria provided they are entering directly from Syria;

b.valid Laissez-Passer issued by the Lebanese Government, with return visa or Resident Card;

c.Laissez-Passer issued by the United Nations;

d.Military Identity Card (with movement or leave order) issued to the UN Interim Forces (UNIFIL) and their families when visiting (UNIFIL) personnel in Lebanon;

e.seaman book (Travelling on duty) provided a Directorate General of Security (DGS) acceptance has been obtained at least forty eight hours before arrival;

f.travel document (Titre De Voyage) for refugees, issued by any country other than Israel. Holder must have a valid return visa for the issuing country and a prior permission from the DGS obtained at a Lebanese embassy or consulate abroad.

Holders of any passport or travel document containing a visa for Israel, or stamped by Israeli authority, valid or expired, used or unused, are refused entry.

VISA

Required, except for:

a.nationals of Syria;

b.UN staff, being Diplomat and holding Diplomatic Card, issued by the Lebanese Ministry of Foreign Affairs;

c.holders of Diplomatic passports;

d.residents in possession of a Resident Permit Card provided they have not been absent from Lebanon for a period of six month or more during the permit validity;

e.members of UNIFIL holding Military Identity Card.

Crew member licenses are accepted instead of passport and visa. On departures inspection of identity documents is required.

HEALTH

Disembarking passengers arriving directly from an area infected with plague, cholera and/or yellow fever are required to present a vaccination certificate.

AIRCRAFT ENTRY REQUIREMENTS

SCHEDULED FLIGHTS

Scheduled operations are governed by interstate bilateral air agreements or special authorization. Initial request shall be submitted through diplomatic channels.

Airline representatives shall notify, in adequate time, to the Directorate General of Civil Aviation, the intended schedules and any modifications thereto with a view to obtaining written approval. The target dates for submission of these schedules are:

15 August for Winter Schedule,

15 January for Summer Schedule.

NON-SCHEDULED FLIGHTS

Aircraft registered in ICAO Member States, and aircraft belonging to operators duly authorized to operate scheduled services into Lebanon, are permitted to overfly the Lebanese territory or to land for non-traf- fic purposes at Lebanese airports open to international traffic without prior permission or notification, provided that a flight plan is received at ATC centers at least 30 minutes before ETA.

Aircraft belonging to operators not engaged in scheduled services, are allowed to land at approved customs airports in accordance with the provisions above for non-traffic purposes.

For aircraft desiring to overfly the Lebanese territory, an application must be addressed to the Directorate General of Civil Aviation, telegraphic address: CIVILAIR - DACIL BEIRUT LEBANON, by the aircraft owners, pilots or their representatives or agents or through diplomatic channels, or by reply prepaid telegrams, or through AFS network to OLDDYAYX.

Applications must reach the Directorate General of Civil Aviation at least 48 hours before the commencement of flight. In exceptionally urgent cases the above term may be reduced to 12 hours.

In all other cases (i.e. all non-scheduled flights operated for traffic purposes, and/or aircraft belonging to operators not engaged in scheduled traffic into Lebanon, when transiting Beirut with stop-over facilities allowing passengers a short stay therein), an application must be made through the Civil Aviation Authorities of the state of registry, addressed to the Directorate General of Civil Aviation or through diplomatic channels.

The application shall reach the Directorate General of Civil Aviation at least 7 days before the commencement of the flight. In exceptionally urgent cases the above term may be reduced to 5 days.

Each application shall include the following information:

a.name and nationality of operating company;

b.type of aircraft and registration marks;

c.name of pilot and number of crew;

d.date and time of arrival at and departure from Lebanese aerodromes or overflying the Lebanese territory;

e.route of flight including origin and final destination of flight; last airport before entering Lebanon and next airport after leaving Lebanon;

f.purpose of flight;

g.number of passengers and/or nature and amount of freight;

h.name, address and business of charterer.

LEBANON-2

LEBANON - NATIONAL REGULATIONS AND REQUIREMENTS

PRIVATE FLIGHTS

At least 48 hours prior permission is required for Private, Business or Air Taxi aircraft desiring to operate into or over Lebanese territory. Aircraft desiring to land, either to disembark or to pick up passengers, should indicate in their requests, names, nationalities and titles of such passengers together with purpose of flight and name of charterer, if any.

SPECIAL NOTICES

Aircraft registered in Israel and any other aircraft destined for or departing from Israel are not allowed to fly into or over the Lebanese territory.

LIBYA, SPAJ - NATIONAL REGULATIONS AND REQUIREMENTS

PASSPORT

PRIVATE FLIGHTS

 

Required.

VISA

Required, except from nationals of Arab states (except Iraq, Lebanon and Sudan). Admission or transit will be refused to holders of Israeli passports or passports containing any Israeli visa.

Crew member license or certificate is accepted in lieu of a passport or visa.

NOTE: Additional requirements may exist. Please contact the appropriate authority to confirm information.

The information contained in the flight plan is accepted as adequate advance notification of the arrival of incoming aircraft. Information must be transmitted to the authorities concerned at least two hours in advance of arrival. The landing must be carried out at a previously designated international aerodrome.

For reasons of flight safety a special permission is required in addition to the filling of a flight plan.

Application for special permission must be submitted to CAA Libya at least three days in advance of the entry into the airspace over Libya FIR.

HEALTH

Disembarking passengers are not required to present vaccination certificates except when coming directly from an area infected with cholera, yellow fever or smallpox.

SCHEDULED FLIGHTS

Scheduled operations are governed by interstate bilateral agreements or are subject to prior permission. The initial request for operating scheduled flights shall be submitted through diplomatic channels. Airlines desiring to operate international scheduled flights in transit across Libyan territory or to land in Libya shall obtain prior permission. Application to the Civil Aviation Authority shall be made in ample time. Application by reply-prepaid telegram should be made at least 72 hours before commencement of any proposed flight.

NON-SCHEDULED FLIGHTS

If and operator intends to perform a (series of) non-scheduled flights into Libya for the purpose of taking on or discharging passengers, cargo or mail, it is necessary for the operator to apply to the Civil Aviation Authority.

The application shall be submitted not less than 72 hours in advance of the intended landing.

The application must include the following information in the order shown hereunder:

a.name of aircraft operator;

b.aircraft type and registration marks;

c.date and time of arrival at and departure from Libyan aerodromes;

d.place(s) of embarkation/disembarkation of passengers or of freight;

e.purpose of flight and, where applicable, the nature of cargo;

f.name and address chartered at Libya.

AIRPORT(S) OF ENTRY

First landing shall be made at and final departure from an international aerodrome.

SPECIAL NOTICES

Aircraft registered in Israel and any other aircraft destined for or departing from Israel are not permitted to fly over Libyan airspace or land in Libya.

MACEDONIA, FYROM - NATIONAL REGULATIONS AND REQUIREMENTS

PASSPORT

A foreign citizen may enter Republic of Macedonia under following conditions:

possession of a valid passport;

for citizens of EU or country signature of Schengen Agreement a valid ID;

special cross-border permit in accordance with bilateral agreement between Republic of Macedonia and the neighboring country.

VISA

A foreign citizen intending to stay in, or transit through the territory of the Republic of Macedonia shall obtain and appropriate visa prior to entering the Republic of Macedonia.

NOTE: The airlines shall coordinate their arrival and departure times with the airport operator, i.e. the slot coordination office.

SCHEDULED FLIGHTS

The following documentation shall be submitted to the Civil Aviation Agency of the Republic of Macedonia prior to the commencement of scheduled air services to/from points in the Republic of Macedonia.

Depending on the content of the respective bilateral agreement, the CAA may require additional documents.

The request shall include the following information:

a.name and address of the airline;

b.type of aircraft, registration marks and flight number; and

c.airport of departure and arrival, time of departure and arrival, including an UTC or Local indication, i.e. timetable.

The following documents shall be enclosed to the request:

a.valid Operating Licence, for EU Member States airlines;

b.valid Air Operator Certificate (AOC);

c.valid Certificate of Registration of the aircraft planned to operate air services to/from the Republic of Macedonia;

d.valid Radio Station Licence;

e.valid Noise Certificate;

f.valid Certificate of Insurance of passengers, luggage, cargo, and third parties on ground;

g.valid Certificate of Reinsurance of passengers, luggage, cargo and third parties on ground, issued by a well-known insurance broker, in cases when the airline in question comes from a non -EU country; and

h.valid Certificate of Airworthiness, i.e. Review Certificate of Airworthiness.

An airline submitting a request to operate scheduled air services to/from the Republic of Macedonia for the first time, shall furnish the CAA with a completed Questionnaire on fulfillment of the safety conditions, verified by the national aeronautical authority of the state of the airline. The Questionnaire is available at the CAA website: www.caa.gov.mk.

The request, i.e. timetable shall be submitted for approval to the CAA within the period provided for in the bilateral Air Services Agreements or at least 30 days prior to the intended date of flights commencements.

The flight schedule shall be approved separately for the Summer and the Winter Operating Season.

Any amendments to the timetable shall be approved subject to the procedure provided for its establishment.

Any request for additional flights shall be submitted by the respective airline to the CAA together with the above-mentioned documents, at least one day prior to the date of the intended flights. —

ENTRY REQUIREMENTS 18 MAR 11

MACEDONIA, FYROM - NATIONAL REGULATIONS AND REQUIREMENTS

Any request for change of already approved type of aircraft, connecting of flights or change of the date of operation or route of scheduled air services, shall be submitted to the CAA at least three hours prior to the intended flight.

Connecting of flights may be required only in cases of force majeure. Connecting of scheduled with non-scheduled flights shall not be approved.

Overflight permission and flight plan confirmation

For obtaining permissions to overfly the Macedonian air space, the aircraft operators shall file a flight plan to the Flight Authorization Center within the Air Navigation Service Provider M-NAV, at least three hours prior to the intended time of departure. The timely filed flight plan shall be considered as permission for overflight.

NON-SCHEDULED FLIGHTS

Any request for non-scheduled air services shall include the following information:

a.name and address of the airline;

b.type of aircraft, registration marks and flight number;

c.airport of departure and arrival, time of departure and arrival, including UTC or local indication;

d.purpose of flight;

e.nature and quantity of cargo, state of origin and destination;

f.name and address of the consignor and of the consignee.

Any airline requesting non-scheduled air services to/from the Republic of Macedonia for the first time, for series of more than 5 flights, shall furnish the CAA with a completed Questionnaire on the fulfillment of safety requirements, certified by the national aeronautical authority of the state of the airline. The Questionnaire is available at the CAA website: www.caa.gov.mk.

The following documents shall be enclosed to the request:

a.valid Operating Licence, for EU Member States airlines;

b.valid Air Operator Certificate (AOC);

c.valid Certificate of Registration of the aircraft planned to operate air services to/from the Republic of Macedonia;

d.valid Radio Station Licence;

e.valid Noise Certificate;

f.valid certificate of insurance for passengers, luggage, cargo and third parties on ground;

c.for series of more than 10 flights - at least 15 working days prior to the date of intended flights;

d.for change of already approved type of aircraft, connecting of flights or change of the date of operation i.e. change of the route - at least three hours prior to the intended flight;

e. connecting of flights may be required

only

in cases of force majeure. Connecting of

shall

not be approved.

 

Validity of issued flight permission

The issued flight permission for operating non-sched- uled air services or general aviation shall be valid 72 hours, commencing with the estimated time of entry into the Macedonian air space or the estimated time of departure.

GENERAL AVIATION INTERNATIONAL FLIGHTS

For general aviation international flights that include landing, the aircraft operator shall submit to the CAA the following documents:

a.valid Certificate of Registration of the aircraft intended for the flight, issued by the aeronautical authority of the state of the operator;

b.valid Certificate of Airworthiness;

c.valid Certificate of third party liability insurance, and/or Certificate of Reinsurance for operators coming from non-EU countries;

d.special authorization required for areal photography; and

e.other documents, depending on the kind of activity of aircraft used in general aviation.

A yellow fever vaccination certificate is required from disembarking passengers who are more than 9 months old and coming from an infected area. Infants under 9 months may be subject to isolation or surveillance if coming from an infected area.

AIRCRAFT ENTRY REQUIREMENTS

SCHEDULED FLIGHTS

Scheduled operations are governed by interstate air agreements or bilateral agreements.

date and time of arrival at, and departure from Malta;

Disembarking passengers are not required to present vaccination certificates except when coming directly from an infected area as set out by the International Health Organization.

SCHEDULED FLIGHTS

Application for permission should be submitted to the Civil Aviation Authority of Montenegro at least 40 days in advance.

The application for issuing permission for carrying out the air services shall comprise the following data:

a.owner’s name, and/or the aircraft operator and his address;

b.type of aircraft and flight number;

c.departure and destination aerodrome;

d.date of flight within the Montenegrin airspace, entry/exit points with estimated times over these points and ATS route designations to be flown;

e.certificate of Insurance against third parties;

f.aircraft equipment.

If the foreign aircraft operator intends to overfly the territory of Montenegro or carry out technical landings, it may be performed without the permission provided that the submitted time table has been confirmed by the Serbia and Montenegro Air Traffic Services Agency Ltd.

The application for the approval of the time table shall be submitted to the Serbia and Montenegro Air Traffic Services Agency Ltd 40 days prior to the beginning of the air services concerned. Modifications or additions shall be notified 10 days in advance.

The application for the approval of the time table above shall comprise the following data:

a.owner’s name and the aircraft operator’s name and addresses (postal, SITA and/or AFS), telefax and/or telex numbers;

b.period and day(s) per week of intended flights;

c.callsign, registration mark and type of aircraft;

d.MTOM of the aircraft;

e.departure and destination aerodrome;

f.date of flight within Montenegrin airspace, entry/exit points with estimated times over these points and ATS route designations to be flown;

g.certificate of insurance against third parties;

h.aircraft equipment.

NON-SCHEDULED FLIGHTS

The application for issuing permission to foreign aircraft operators to carry out non-scheduled public air services shall be submitted to the Civil Aviation Authority of Montenegro as follows:

a.for individual flights (up to 4 flights) - 5 working days;

b.for series of flights from 5 to 10 flights - 7 working days;

c.for series of flights over 10 flights - 15 working days.

The application for permission ought to comprise the following data:

a.aircraft operator’s and/or charterer’s name and their addresses (postal, invoicing, SITA, AFS), telefax and/or telex numbers;

b.call sign, registration marks and type of aircraft;

c.number of passengers per each flight;

d.date of flight within Montenegrin airspace, entry/exit points with estimated times over these points and ATS route designations to be flown;

e.certificate of insurance against third parties;

f.precise purpose and kind of charter flight;

g.the price of IT arrangement and the price of transportation;

h.aircraft equipment.

ENTRY REQUIREMENTS 30 APR 10

MONTENEGRO - NATIONAL REGULATIONS AND REQUIREMENTS

The permission to carry out services on the sector of the fifth freedom of air, is issued to foreign air carriers according to a particular procedure.

The flight plan of foreign civil aircraft overflying the airspace of Montenegro or carrying out technical landings shall be submitted to the Serbia and Montenegro Air Traffic Services Agency 3 hours before entering Montenegrin airspace and shall include the aircraft operator’s name if not identified by the aircraft call sign.

PRIVATE FLIGHTS

For private flights by foreign aircraft along international ATS routes and with landing and departing from international airports the flight plan shall be submitted to the Serbia and Montenegro Air Traffic Services Agency at least 1 hour before entering Montenegrin airspace and shall include the aircraft operator’s name if not identified by the aircraft call sign.

Foreign aircraft may fly along the previously determined zones, routes and airports which are not authorized for international air services, on condition that the first landing and last take-off before leaving the territory of Montenegro, is carried out at and international airport.

In addition to the flight plan mentioned above, after the landing at the international airport, for such a flight, the flight plan of the intended flight to domestic airport shall be submitted at least one hour before the estimated departure to domestic aerodrome.

The flight plan of foreign aircraft engaged in search and rescue and medical treatment, shall be submitted to the Serbia and Montenegro Air Traffic Services Agency one hour before entering the airspace of Montenegro.

The application for issuing clearance to foreign aircraft engaged in presentation the performances of aircraft or in scientific research and agriculture shall be submitted to the Serbia and Montenegro Air Traffic Services Agency five working days before the beginning of the air services concerned.

For flying of foreign aircraft outside the international airways and the international airports, a special permission must be previously obtained. Application for issuing the special permission shall be submitted to the Serbia and Montenegro Air Traffic Services Agency at least 5 working days before the beginning of the flight.

The application for issuing a special permission should contain:

a.name and address (telephone, telefax, telex) of aircraft operator;

b.type, registration, MTOM and callsign of aircraft;

c.aerodrome of departure and landing and precise time (UTC) of departure and landing;

d.date of flight, precise route of flying, entry/exit points with estimated times over that points;

e.precise flight altitude (QNH);

f.aircraft equipment;

g.detailed purpose of flight;

h.certificate of insurance against third parties;

i.names and surnames of flight crew members and passengers, nationality, numbers and validity of passports.

STATE AIRCRAFT FLIGHTS

Applications for clearance to perform flights by foreign State aircraft within the airspace of Montenegro shall be sent to the:

Flights to/from Podgorica and Tivat AD of non-sched- uled, private and other GA flights (IFR/VFR) shall be coordinated with Aerodrome Operative Center.

36 hours prior to planned flight or in case of urgency on the same day of flight, an operator shall submit to Operative Center following data:

a.name of operator;

b.type of aircraft;

c.call sign or aircraft registration mark;

d.MTOW of aircraft;

e.arrival date and time of departure (UTC);
