Planning is a continuous process of establishing or clarifying specific development goals for the entire organization and its structural units, determining the means of achieving them, timing and sequence of resource allocation.
The plan contains answers to the questions

What resources?
In the planning process, tactics, procedures and rules are developed (differences from strategy, mission, philosophy, policy).
The result of the planning process: a system of interrelated planning documents - plans.

The stage of developing a plan (setting a planning task) includes the formation of a goal and an analysis of the planning problem, and which consists in studying and comparing the actually achieved state and the desired one.
The stage of detailing the plan consists in forming options, predicting possible consequences, evaluating all options, choosing a rational option and making a planning decision.
The stage of adjusting the plan consists in: familiarization with the planned calculations of interested users; discussing possible changes in calculations; making the necessary adjustments.
The implementation of the planned decision consists in communicating the planned decision to the performers in the form of standards and indicators.
Plan renewal stage: after the end of the planning period, the adopted planning calculation scheme can be extended to the next period, and rolling planning can also be organized.
Forecasting is also an analytical stage in the planning process. Forecasting is the planning stage in which predicting the future is based on accumulated experience and current assumptions about the future.
