Planning is a continuous process of establishing or clarifying specific development goals for the entire organization and its structural units, determining the means of achieving them, timing and sequence of resource allocation.
The plan contains answers to the questions

In the planning process, tactics, procedures and rules are developed (differences from strategy, mission, philosophy, policy).

The stage of detailing the plan consists in forming options, predicting possible consequences, evaluating all options, choosing a rational option and making a planning decision.
The stage of adjusting the plan consists in: familiarization with the planned calculations of interested users; discussing possible changes in calculations; making the necessary adjustments.
The implementation of the planned decision consists in communicating the planned decision to the performers in the form of standards and indicators.
