Analysis of problem

A uniform and continuous application of the provisions of Annex 17 to the Convention on International Civil Aviation is paramount if the international security network is to be successful in preventing terrorism. According to the result of evaluations carried out by ICAO, the major source of problems encountered by States in addressing security concerns is the inconsistent and non-uniform implementation of ICAO standards and recommended practices.

Factors leading to this conclusion included the following:

acts of unlawful seizure of aircraft continue at an unacceptably high rate and, in most cases, perpetrators use weapons or devices which they should not have been able to take onto the aircraft;

the destruction of aircraft in flight is evidence that explosive devices have found their way on board;

national aviation security programmes and international airport security programmes are not in place in all countries;

airport staff sometimes process passengers while using inoperative or unserviceable security equipment;

staff sometimes use security equipment improperly or inadequately; and

operating procedures that establish performance standards have not been established, or are not observed.

As this list indicates, improvements in aviation security at the global level will necessitate the adoption of both non-training and training approaches.
