At present, educational institutions of higher education are in conditions of serious changes in the external and internal environment. The economic conditions of the activities of universities change and they have been granted the right to freely carry out income-generating activities; competition among universities for primacy in the rankings and for applicants with high Unified State Exam scores intensifies; occupational standards come into effect, which indicates an increase in the requirements for the quality of education on the part of the state, applicants and employers. Many universities are experiencing changes in the organizational structure associated with the merger of universities, which requires the formation of new elements of corporate culture, aimed at the effective reproduction and development of human resources. The solution of

new tasks requires the formation and development of new competencies in the faculty of higher education institutions, for example, such as “proУОct ЦaЧaРОЦОЧt”, “attractТЧР applТcaЧts”, “carООr РuТdaЧcО”,

“coЦЦОrcТalТгatТoЧ oП scТОЧtТПТc ТdОas”.

Problems in the current conditions are the low level of motivation of the teaching staff (PPP) to participate in the processes of change and increase the level of competence, the absence of unified models and rules for assessing the level of competency of the teaching staff.
